Description
The National Institute of Standards and Technology (NIST)Acquisition Management Division, on behalf of the NIST Advanced Technology Program (ATP), intends to negotiate with the National Governors Association (NGA), Washington, DC, on a sole source basis under the authority of 41 U.S.C. 253 (c)(1). The goals of the acquisition are to: a) Understand the changing nature of innovation and what it means to industry, universities, state and federal government; b) Study and document trends in innovation industry-state-university partnerships; c) Study and document examples of industry-university partnerships in other countries and policy mechanisms used to encourage and support them; d) Improve policy maker?s understanding of the relationship between public policy, innovation, and the role of partnerships; and e) based on the findings of the acquisition, provide practical guidance to governors on how to best encourage and support university-industry partnerships and optimally leverage existing infrastructure programs such as the NIST ATP Program and the NIST Manufacturing Extension Partnership (MEP) Program. Based on recent market research, and the fact that NGA?s Center for Best Practices is the nation?s only dedicated consulting firm for governors and their key policy staff, NIST believes that only NGA can satisfy NIST?s requirement to complete a study to understand the components of successful industry-state-university partnerships in promoting innovation and to provide recommendations for promoting these partnerships. The objective of this industry-state-university partnerships project is to understand the characteristics of successful partnerships. The NGA will be required to release a series of Issue Briefs at regular intervals during the acquisition and a Summary Report that highlights and synthesizes key findings from the acquisition. In addition to guidance for governors, specific recommendations will be sought as to the role the Advanced Technology Program (ATP) might play within these partnerships and effectively contribute to improving U.S. economic performance. The NAICS Code is 813920 with a Size Standard of $5.0 million. NIST anticipates negotiating and awarding a cost-reimbursement (no fee) type contract for a base period of twelve months and one twelve-month option to extend the term of the contract. Interested parties may identify their interest; however, such parties must clearly and unambiguously demonstrate their ability to perform the requirement in writing no later than the response date in order to be considered. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
