- B ?Physical Structures - Systems Interagency Working Group and Development of a National Agenda and Interagency Plan for Energy-Related Research & Development in Building and Construction Executive Services-dated May 24, 2007 Description This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation Number NB860-7-04447mac is issued as a request for quotation. This solicitation is set aside exclusively for small business concerns. The North American Industry Classification Code (NAICS) is 541690. The National Institute of Standards and Technology has a requirement for technical support services described below. The Performance Work Statement is as follows: Physical Structures - Systems Interagency Working Group and Development of a National Agenda and Interagency Plan for Energy-Related Research & Development in Building and Construction Executive Services, May 24, 2007 Track 1: Physical Structures - Systems Interagency Working Group Executive Services Background : The National Institute of Standards and Technology (NIST) is the secretariat and collaborator with other federal agencies on the Physical Structures and the Systems (PS&S) Interagency Working Group (IWG), a working level component of the National Science and Technology Council (NSTC). The function of the working group is to coordinate and focus the activities of 14 federal agencies in enhancing the competitiveness of the industry, public and worker safety, and environmental quality through research, development, and deployment. Currently, the PS&S IWG reports to the Committee on Homeland and National Security (CHNS) and Committee on Technology through the Infrastructure Subcommittee. The following work statement is for the organization and preparation of the IWG monthly technical meetings, planning and development of agendas and programmatic activities, coordination and facilitation of documents and speakers, and publication and distribution of meeting materials and presentations. Specific Tasks: Schedule and make necessary arrangements for the monthly meetings of the PS&S Develop meeting agendas and announcements Develop meeting materials and summaries (minutes) Distribute meeting materials and summaries at least one week prior to the scheduled meeting Organize presentation by invited speakers and presentation material as required Develop and maintain draft documents for all PS&S initiatives and studies Facilitate the development of the PS&S R&D agenda with agency representatives Coordinate programmatic activities with OSTP and OMB Archive and maintain all PS&S material Publish all presentations on the NIST/PS&S website (provided that permission is given by the speakers) Monitor PS&S budget, Federal Agency contributions, and PS&S contracts Manage all NSTC Committee Charter and organizational issues **************************************************************** A PERFORMANCE REQUIREMENT SUMMARY based on the following will be included in any resultant purchase order. Desired Output/Required Service/Performance Standard/Monitoring Method The contractor shall complete all planning and organization and coordination of activities related to the Physical Structures and Systems (PS&S) Interagency Working Group (IWG) The contractor shall complete all planning, scheduling, and make necessary arrangements for monthly meetings and prepare materials for inclusion in the proceedings of the meeting for publication. The contractor shall prepare the final agenda for the technical meeting; identify and obtain all papers to be presented during the technical meeting, prepare proceedings for publication to include white papers, reports of task committees, and meeting agenda. Success will be determined by completion of the agendas for the technical meetings, including making arrangements needed for the technical meetings and completion of published white papers, presentations, and supporting materials. *************************************************************** Track 2: Development of a National Agenda and Interagency Plan for Energy-Related R&D in Building and Construction Background The National Institute of Standards and Technology, Building and Fire Research Laboratory is the lead agency to establish an interagency working group to develop a national agenda and interagency plan for research and development for facilities, and building and construction. The activities planned for the interagency working group will leverage previous research performed by the U.S. Federal agencies and the U.S. Climate Change Technology Program. The contractor, working with the NIST, BFRL, will organize the Interagency Working Group. Specific Tasks: Identify and enlist senior-level work group participants Develop organizational, structural, and procedural guidelines Organize presentations and supporting materials that outline the current national objectives for the construction and building industries Develop a common understanding of current federal R&D activities and gain agency consensus on high-level national priorities for energy-related R&D Create and organize task groups for the development of the Interagency Plan Schedule and make arrangements for the meetings of the interagency work group Develop meeting agendas and announcements Facilitate agency contributions to the Interagency Plan Develop draft and supporting documents to the Interagency Plan as required Develop meeting material and summaries (minutes) Distribute meeting materials and summaries at least one week prior to the scheduled meeting Organize speakers and presentation material as required Document the development of the national R&D agenda and the Interagency Plan Coordinate programmatic activities with OSTP, OMB, and others as required Archive and maintain all interagency material and presentations Document organizational, structural, and procedural guidelines. *************************************************A PERFORMANCE REQUIREMENT SUMMARY based on the below will be included in any resultant purchase order. Desired Output/Required Service/Performance Standard/Monitoring Method The contractor shall complete the organization of an interagency working group representative of the construction and building national agenda for energy-related R&D; and structure, organize and merge activities for the development of the Interagency Plan. The contractor shall complete all planning, scheduling and make necessary arrangements for monthly meetings; structure and organize inputs from Federal agencies for an Interagency Plan for R&D in Building and Construction. The contractor shall develop organizational, structural, and procedural guidelines for development of the Interagency Plan; coordinate programmatic activities; organize and prepare for monthly technical meetings; develop and prepare final Interagency Plan; document and distribute meeting materials prior to the meetings; and archive and maintain all Interagency material and presentations. Success will be determined by completion of the Interagency Plan through monthly meetings and programmatic activities. **************************************************************** Deliverables for both Tracks: On a quarterly basis, the contractor will provide full documentation related to the Executive Secretary support to the PS&S. Meeting agendas, handout materials, summary minutes Workgroup draft and final white papers, action items, and other documentation Copies of all invited presentations and supporting material Budget summaries, charters, contracts, and administrative documents, as appropriate Participant lists and contact information Period of Performance ? Twelve(12) months. Government-Furnished Equipment/Property Contractor shall possess a NIST-assigned laptop. Will require on-site meeting space and related audiovisual equipment to conduct meetings if held at NIST. An occasional site-visit (1-2 days per month) will be necessary when meeting with the NIST, BFRL team. Price Quote ? To be considered responsive, the quotter shall submit the best potential fixed price for the effort described. The quote shall include the amount $15,200 for travel which will be reimbursable. The resulting purchase order shall be on a firm fixed price basis for with payments based upon completion and acceptance of the activities and delivery schedule. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Excellent (E) - Very good of its kind; eminently good, superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit; Unsatisfactory (U) - Not acceptable, not adequate to carry out. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-14. The provisions and clauses may be downloaded at http://www.acqnet.gov.far. The following provisions and clauses shall apply to this solicitation. FAR 52.212-1, Instructions to Offerors - Commercial applies to this acquisition and there is no addenda to this provision; FAR 52,212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; FAR 52.204-9, Personal Identity Verification of Contractor Personnel; FAR 52.227-14, Rights in Data - General. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. Interested contractors are invited to provide an electronic response to be received no later than June 22, 2007. A written original and two hard copies are to follow and shall be addressed to Mr. Mario Checchia, Contract Specialist, National Institute of Standards and Technology, 100 Bureau Drive, Stop 1640Gaithersburg, Maryland 20899-1640, mario.checchia@nist.gov. Contractors must submit a complete response. Responses that are not substantially complete will be returned. Offers of partial performance shall be rejected. An electronic version of the quote shall be submitted as well in MS Word or Adobe Acrobat. The electronic version shall be in the form of an email with attachments. A one page letter shall transmit the quotation signed by an individual authorized to commit the organization. Each response shall be on 8 1/2-inch x 11-inch paper, in a commercially standard font, not smaller than a size 12 font. The response shall be secured by simple stapling and shall not contain elaborate binding. Each page in the response shall be separately numbered. A page of paper printed on both sides is considered two pages. The quote shall include the letter of transmittal, shall be limited to eight(8) single sided pages. Submit quotes arranged in three sections as follows: Section I - Approach, which includes identification and qualifications of relevant personnel and technical management approach; Section II - Past Performance, which includes relevant experience which describes at least three (3) relevant projects performed in the last three years and quality of performance; Section III - Price, firm fixed price for the required technical consulting services. Each firm fixed price shall include sufficient data to allow the Government to determine the amount, realism and consistency of the fixed price. Award shall be made to the responsible contractor that offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the quotter to confirm NIST's receipt of quote.
