- ***************THIS IS A SOLE SOURCE ANNOUNCEMENT!*************** ***************THIS IS A SOLE SOURCE ANNOUNCEMENT!*************** IT IS THE INTENT OF THE STATE DEPARTMENT, TO NEGOTIATE A SOLE SOURCE CONTRACT UNDER FAR SUBPART 6.302-1(a)(2)(ii).The Bureau of African Affairs, Regional and Security Affairs (AF/RSA) intends to make award to MPRI, 1201 East Abingdon Drive, Suite 425, Alexandria, VA 22314, to provide mentoring and communications equipment maintenance in support of the Bureau's Tripartite Fusion Cell (TFC) Program. Which will be used to develop the capacity of the Democratic Republic of the Congo, Uganda, Rwanda, Burundi, and the United Nations Mission in the Democratic Republic of the Congo, to fuse raw information into usable intelligence products to support multination peace support operations in the DROC. Training and mentoring focus on operation of an intelligence fusion (analysis) cell, the intelligence cycle (direction, collection, procession and dissemination), all source intelligence fusion, order of battle, intelligence preparation of the area of operations, preparations of an intelligence estimate and intelligence annexes and indications and warning. Communications equipment for the program is maintained by MPRI. The Service is being considered for sole source base upon FAR 6.302-1(a)(2)(ii), which states that supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in -- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agencies requirements. (See 10 U.S.C. 2304(d)(1)(B) or 41 U.S.C. 253 (d)(1)(B).) Statement of Work: Has been attached for clarity and understanding. Interested persons may identify their interest and capability to respond to this requirement. This special notice is not a request for competition or competitive proposals; however, all proposals received by the closing date and time will be considered. A determination by the Government not to compete this proposed contract, based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
