- This is a source sought announement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated wi th providing information in response to this announcement. United States Property and Fiscal Office for Massachusetts(USPFO-MA) Puchasing and Contracting (P&C) is seeking U.S. Small Business Administration (SBA) sources with current relevant qualifications to perform a service at Massachusetts Military Reservation (MMR) at Camp Edwards, Bourne, Massachusetts. The project is Granulated Activated Carbon Exchange. The qualifications are: 1. Contractor shall provide equipment, materials, labor and transportation necessary to provide, deliver and install granulated activated carbon to Calgon Corporation Model 10 Carbon Adsorption Systems located at various treatment plants at the Massachuset ts Military Reservation (MMR). The carbon shall be delivered in 20,000-pound bulk load increments. 2. The contractor shall remove 20,000-pounds of spend granulated activated carbon with each delivery of reactivated carbon. Spend carbon reactivation is the responsibility of the contractor. The carbon shall be batched reactivated in 20,000-pound segregate d loads using only carbon obtained from the MMR carbon vessels plus needed makeup carbon. Makeup carbon shall be virgin carbon. The reactivated carbon shall be segregated, set aside and held for exclusive MMR use. 3. Carbon shall be delivered in industrial-grade trailers to the various treatment plants. A contractor owned trailer may be staged on site at MMR to facilitate carbon exchanges. The government's estimated number of carbon exchanges required during Calenda r Year 2007 is 41. 4. You must be able to guarentee you can meet the Carbon Specifications. The composite carbon (reactivated plus makeup) specifications are: Sieve Size, U.S. Sieve Series, weight % Larger than No. 12 (maximum) 5 Smaller than No. 40 (maximum) 4 Iodine Number, mg/g (minimum) 900 Moisture, weight % (maximum) 2% Abrasion Number (minimum) 75 Ash, weight % 9 Apparent Density, g/cc (minimum) 0.48 The magnitude of this project is $1,000,000 and $5,000,000. It is a one year base with four option years. The NAICS code is 325998 with a Small Business Size Standard of 500 employees.
