Description
The U.S. Army Medical Materiel Agency (USAMMA) in support of the Federal Emergency Management Agency (FEMA) has an immediate requirement for a contractor to furnish the basic structural components of approximately 160 bed Mobile Field Hospital (MFH). This procurement is 100% Set-Aside for Small Businesses. The structural components of the hospital are commercial- off-the-shelf (COTS) products. The Armys functional performance requirements for the MFH are that it shall contain the following operatio nal areas: 1) patient ward shelters to accommodate 128 acute care patients; 2) shelter area designated for emergency triage and treatment which connects with patient wards; 3) a designated shelter for a command post; 4) designated shelters for central mate riel supply (CMS) activities; 5) a shelter area designated for surgical pre- and post-operative care patients (shall interface with the patient ward complex and be an intermediary point between the operating room and the intensive care unit); 6) a shelter designated for a six-bed step down unit; 7) a shelter designed for Medical Supply; and, 8) additional shelter(s) for MFH personnel use (staff meeting, break and dining areas) which will be connected to the hospital complex. The MFH shall include, at a mi nimum, the following equipment and accessory components: soft-shell shelters, power supplies, HVAC (to include adequate heating, ventilation, air conditioning units, ducts, and connectors to maintain a temperature-controlled environment in all areas of the hospital); negative and positive pressure throughout the patient care areas, air filtration (ozone and UV), supply and waste water systems, and hygiene facilities. The aspects of transportability, portability, mobility, design, assembly, disassembly, func tionality and compatibility shall be taken into account in each offerors quote. A key aspect of this MFH is the capability for all components to be assembled and operational within 24 hours of arrival on location. This procurement will be processed unde r the procedures prescribed in FAR Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures and the Army is looking for a proposal that will represent the best value to the Government. It is anticipated that the Government wil l release the solicitation for this requirement on or about 22 June 2007 with an anticipated closing date of 20 July 2007. Questions about the procurement will be due to the Contracting Officer NLT 29 June 2007.
