Description
The Pacific Northwest Region, U.S. Bureau of Reclamation, Boise, Idaho, per the authority of FAR 6.001(a) and using FAR Parts 13 procedures, intends to negotiate a non-competitive contract with Plato Inc, 10801 Nesbitt Ave S Bloomington MN, for the acquisition of the web based version of Plato Learning Program. These products are sold directly through Plato Inc's full-time account representatives.This is a requirement for Centennial Job Corps in Nampa, Idaho. The NAICS Code applicable to this requirement is 511210. The Centennial Job Corps has been using the Plato Learning Program since 1997. The Plato Learning Program is also effectively being used in two other Job Corps, Weber Basin Job Corps in Ogden, UT and Columbia Basin Job Corps in Moses Lake, WA. Currently, Centennial Job Corps has students using the old version of the Plato Learning Program who have another two years in the Job Corps program; it is beneficial to them to continue using the Plato Learning Program.This is an advantage to the teachers as well, who have been using the program since 1997, transition to the Plato Learning web based version will involve minimal training. The web based program has been tested and is compatible with the computers being used on the Center. Although this notice of intent is not a request for competitive proposals, persons interested in this requirement may identify their capability to respond to the requirement or submit proposals. All information received by 4:00 PM MST, June 14, 2007, will be considered by the Government in determining whether to conduct a competitive procurement. A determination not to compete this proposed action, however, is solely within the discretion of the Government.
