Description
The U.S. Fish and Wildlife Service (FWS), and agency with the United States Department of the Interior, is soliciting proposals to provide professional services to produce a conservation plan (plan) for WWII historic guns located on Kiska and Little Kiska Island (Kiska Island), within the Aleutian island chain of Alaska. These guns and placements are part of a National Historic Landmark, though much information about them is not known. BACKGROUND: Many smaller islands such as Kiska and Little Kiska within the Aleutian island chain of Alaska were the main fortified American line of defense against a Japanese invasion of North America during World War II. To help guard the country against further invasion and impede further Japanese attack and invasion, American troops hauled and secured massive artillery guns onto cliffs and rocky coastal buttresses throughout the Aleutians. These islands were occupied by the Imperial Japanese Army in June 1942 and held for a little over a year, until about July 1943. During that time, the Japanese also fortified the island with, among other things, a number of anti-aircraft and shore defense guns and gun placements. For the year that the Japanese held both Kiska and Attu islands during World War II, they too fortified the coast with a battery of large guns, and at the end of the war, many of the guns on Kiska Island were abandoned in place. Today, erosion and vandalism put their conservation and protection at great risk. These remaining guns are the only artifacts of their kind available to the Government and represent an integral tool to understanding and interpreting the material culture of World War II in the Aleutians for future generations. In 1985 the islands and the largely intact battlefield were designated the Japanese Occupation Site, Kiska Island National Historic Landmark. The Landmark is administered as part of the Aleutian Islands Unit of the Alaska Maritime National Wildlife Refuge by the FWS, while the National Park Service (NPS) has advisory and oversight responsibilities over National Historic Landmarks. Although the Japanese Occupation Site has been a National Historic Landmark for over 20 years, specific information on the resources present and their conditions is almost totally transparent. In response to rumors of theft and vandalism of the guns located on Kiska and Little Kiska Islands, the Government intends on contracting for an inventory and evaluation, and the development of a conservation plan for their preservation. OVERVIEW: This Scope of Work shall detail work necessary to collect the information and prepare a Conservation Plan for the World War II guns on Kiska and Little Kiska Islands within the Japanese Occupation Site National Historic Landmark and has the following objectives: " Provide the Government with a functional conservation plan to ensure the long term preservation of history and knowledge of the existing guns and placements " Explore artifact conservation methods including the removal of key "at risk" guns to prevent further deterioration and to ensure visitor education and interpretation of these National Historic Landmark resources. " Recommend conservation methods that will conserve the physical characteristics of the guns in place. This procurement is being considered s a commercial item and a combination of soliciation procedures are being utilized for this procurement in accordance with FAR Part 12.203 and include FAR Part 13, and FAR Part 15. The closing date of this solicitation is June 11, 2007 at 2:00pm. Interested parties should contact the contacting officer referenced in this announcement prior to the closing date. Award shall be amde within 10 days following the posting of this solicitation notice.
