Description
This is a sources sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Naval Facilities Engineering Command Southeast (NAVFAC SE), Charleston, SC is seeking qualified and interested parties US Small Business Administration (SBA) certified 8(a), HUBZone, and/or Service Disabled Veteran-Owned Small Business (SDVOSB). These services are to be obtained by means of a combination firm-fixed price and indefinite quantity contract. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to maintain grounds located at the Marine Corps Reserve Center in Syracuse, NY. The Marine Corps Reserve Center has a grounds area of approximately 35 acres and 2 acres are wetland area. The North American Industry Classification System (NAICS) Code is 5617330, Landscaping Services with a small Business Size Standard of $6.5 million. The Federal Supply Code is S208, Landscaping/Groundskeeping Services. The estimate for this project is between $175,000 and $300,000. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements consisting of appropriate documentation, literature, brochures, and references anticipated to be five to ten pages, following the set format. Respondents must include references and a capability statement for at least two completed projects within the last three years that are similar to the construction work and within the same dollar value magnitude (adjusted for inflation) of this notice. Each reference shall include the company name and title, telephone number, and point of contact. Provide evidence of sufficient available bonding capacity with the name of bonding company, telephone number, and point of contact. Indicate whether your firm was the prime contractor or subcontractor on other similar projects. The capability statements for each project should be numbered consistent with the below requirements followed by supporting documentation. Offerors need to provide a list of projects by contract numbers, project titles, dollar amounts, and evidence of the following specific capabilities: 1. Experience: Describe completed projects that are similar in size, scope and complexity with the proposed project in the last three (3) years. For each of the completed contracts/projects submitted, provide the title; location, whether prime or subcontractor work; contract or subcontract value; type of contract; contract completion date customer point of contract including phone number; brief description or scope of work for this project, self performed work, percentage of self-performed work; and overall performance rating received. 2. Identify whether your firm is an SBA certified 8(a), HUBZone, or Service Disabled Veteran-Owned Small Business concern. You must be an approved SBA firm (including Mentor-Protege Joint Venture firms) at the time of this sources sought announcement to submit a response. For more information on the definition or requirements for these, refer to http://www.sba.gov. 3. Bonding capacity: Provide name of surety, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 4. What will be your method in maintaining the Wetlands and the Fence Line? Respondents will not be notified of the results of the evaluation. However, NAVFAC Southeast will utilize the information for technical and acquisition planning. If adequate responses are not received from 8(a), HUBZone, Service Disabled Veteran-Owned Small Business concerns, the acquisition may be solicited on an unrestricted basis. All proprietary information not to be disseminated in Government documents must be clearly identified. Please respond to this announcement by 2:00 p.m. (EDT) on 21 June 2007 by submitting an e-mailed PDF attachment of your response to selethia.middleton@navy.mil. The subject line of the email shall state SYRACUSE, NY SOURCES SOUGHT RESPONSE. Emails shall be no more than 10MB in size. If addition space is needed, more than one email may be sent. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
