Description

The Space and Naval Warfare Systems Command (SPAWAR) and the Office of Naval Research (ONR) intend to award a sole-source contract to Brace Management Group Inc., a small disadvantaged business located in Largo, Maryland. The intent is to purchase software licenses, that will allow SPAWAR and ONR financial personnel and support contractors immediate use of a web- based software database, known as the "Official Undistributed Disbursement (OUD) Manager," developed by Brace Management Group, Inc. The application provides a tool for the reconciliation of disbursements and collections registered through Defense Cash Accountability System (DCAS) and the corresponding financial records in the Standard Accounting and Reporting System, Headquarters Module (STARS-HCM) and Financial Departmental Reporting/Major Command Reporting (FDR/MCR). The tool compares predefined data elements and aids in making a determination as to the discrepancies. The database is updated regularly by Brace to provide SPAWAR and ONR the latest data from DCAS, STARS-HCM, and FDR/MCR. As a result, SPAWAR and ONR will be able to identify variances using an automated means, thereby eliminating the cumbersome manual comparison process. The database application is hosted on Brace computers and accessible via the web. The proposed contract is a follow-on to a sole source contract N00039-05-M- 0044, under which Brace provided SPAWAR with license to use the beta version of OUD Manager. The follow-on contract will purchase licenses that permit SPAWAR to continue use of Brace's OUD Manager to compare disbursements and collections registered in U.S. Treasury and the corresponding financial records in STARS-HCM and FDR/MCR, and additionally allow ONR to use the OUD Manager tool as well. This fixed-price contract action will have a start-up twelve-month base period starting 01 August 2007 with four one-year options. This request is considered to be sole source to Brace Management Group Inc., and no solicitation will result from this announcement. See Note 22.
