Description
NAICS Code: 541620 Description Business Case Analysis for the Air Facility System (AFS). The solicitation number is PR-HQ-07-01920, and is being issued as a Request for Proposal (RFP) in conjunction with the procedures in FAR part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Environmental Protection Agency (EPA), Office of Compliance (OC)'s Enforcement Targeting and Data Division (ETDD) is currently seeking potential Small Business contractors to perform a Business Case Analysis on the Air Facility System as described in the requirements of the Statement of Work (SOW). The tasks included in the SOW fall under the North American Industry Classification System (NAICS) code 541620, with a size standard of $6.5 million. The anticipated contract type will be a performance-based fixed price Purchase Order for 9 months following award. EPA estimates the level of effort for this requirement to be approximately 953 hours for the period of performance. This requirement is a total set aside for small businesses. The following provisions and clauses apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial Items, 52.212-2, Evaluation - Commercial Items, 52.212-3, Offeror Representations and Certifications - Commercial Items, 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.204-2, FAR 52.204-9, FAR 52.213-2, FAR 52.216-24, FAR 52.222-3, FAR 52.222-21, FAR 52.222-26, FAR 52.222-36, FAR 52.232-23, FAR 52.233-1, FAR 52.249-1 and FAR 52.249-8. All offerors shall include a completed Representations and Certifications based on FAR 52.212-3 within their proposal. Evaluation factors: Proposals submitted in response to this solicitation will be evaluated on a best value basis using Technical Capability (40%), Personnel (40%) and Cost (20%) as evaluation factors. Technical Capability - The contractor shall be evaluated on its ability to demonstrate possessing the technical understanding, knowledge and capability to perform through an approach to complete a Business Case Analysis and completion of Cost Estimates that meet the requirements of the Statement of Work and the tasks contained therein. Personnel - The contractor shall be evaluated on its ability to demonstrate that its proposed personnel possess the appropriate experience working with the Clean Air Act and the Air Facility System (AFS), experience and expertise to perform the tasks contained within the Statement of Work by providing ? page resumes for each of the proposed personnel. Cost - Realism of the mix and level of effort proposed, as well as, the reasonableness of rates/costs including types and quantities of materials and other direct costs. Small Business contractors interested in providing a proposal in response to this combined synopsis/solicitation shall prepare a written proposal not to exceed 20 pages including all resumes, tables, figures and a cost proposal. Responses to all questions will be provided to all prospective offerors. Proposals are due by COB on Friday, June 22, 2007.
