This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ)] for a DETROIT DIESEL ENGINE OVERHAUL - P2548 - FRAME OVERHAUL OF 12V71 DETROIT DIESEL ENGINE. The statement of work is as follows: The 12V71 Detroit Diesel Engine is locked up and will not turn over. The program schedule did not anticipate the engine operation to cause a delay therefore placing the repairs on a critical path. The engine is a specialized piece of equipment. The 12V71 engine is a 2 cycle engine and is not manufactured any more. The newer engines are 4 cycle. Only a certified Detroit Diesel Mechanic (2 cycle) shall work on this unit. Contracted Company provides: Contracted company to disconnect engine from existing support structure NASA-MSFC provides: NASA personnel will provide support to pull engine out of the support structure and place onto Nixon Power Services truck. Contracted Company provides: Contracted Company shall transport engine to repair shop and perform an in frame overhaul including the following: Rebuild Heads 12 New cylinder kits 12 Remanufactured Injectors New oil pump Remanufactured Blowers Remanufactured Fuel Pump Remanufactured Water Pump Remanufactured Turbo New Main Bearing Parts shall not be replaced unless they are needed. Upon rebuild completion, Contracted Company will transport engine to NASA. NASA-MSFC provides: NASA personnel will provide support to install the engine into the support structure Contracted Company provides: Contracted company shall connect engine on support structure and demonstrate engine operation. Contracted Company provides: A warranty on parts and labor for one (1) year or 2000 miles. Schedule Completion: 30 days upon issuing PO The period of performance shall be 30 days from receipt of order. Offeror shall provide a certified Detroit Diesel mechanic (2 cycle) and be able to provide certifications from Detroit Diesel. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA/MSFC, MSFC, AL 35812. Delivery shall be made in 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by June 12, 2007 by 12 noon central standard time and must include, copies of certification from Detroit Diesel, solicitation number, FOB destination to this Center, Central Contractor's Registration Cage Code number, proposed delivery schedule, discount/payment terms, warranty duration, taxpayer identification number (TIN). Offerors shall provide the information required by FAR 52.212-1 (JAN 2006), Instructions to Offerors-Commercial, which is incorporated by reference. Addenda to FAR 52.212-1 are as follows: If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2005), Contract Terms and Conditions-Commercial Items is applicable. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail or fax) to Elizabeth Mudler/DFS at elizabeth.e.mudler@nasa.gov or 256-544-4401 not later than June 12, 2007. Telephone questions will not be accepted. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability consists of Detroit Diesel Certifications and acceptable past performance. The contractor shall submit three (3) references with the similar service being provided in the same time frame - 30 days ARO, the references shall including name, contract number, service rendered, and time frame service provided in. Any quote submitted that does not include these items will not be considered. Technical acceptability will be determined by review of technical and past performance information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These may be obtained via the internet at URL: http://prod.nais.nasa.gov/eps/Templates/Commercial_Greater_Than_25K.doc . These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and contractors during the pre-award and post-award phases of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Therefore, before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. (b) If resolution cannot be made by the contracting officer, interested parties may contact the installation ombudsman. Robin N. Henderson George C.
