- NASA/GSFC has a requirement for the services of a professional engineering and consulting firm specializing in storage tank compliance and management in accordance with the Underground Storage Tank Technical Standards and Corrective Action Requirements (9 VAC 25-580). NASA Wallops Flight Facility's objective is to maintain compliance wit the Oil Pollution Prevention Rule's requirement of having an updated facility Integrated Contingency Plan (ICP) to comply with the US Enviornment Protection Agency's deadline for a complete, updated ICP by July 1, 2009. NASA/GSFC intends to purchase these services from JD2 Environmental Inc. of West Chester, PA on a sole source basis in accordance with 10 U.S.C. 2304 (c)(1). JD2 is a small minority owned business and has worked extensively with the storage tank program at NASA/WFF and with the Oil Pollution Prevention Rule (40 CFR 112) in accordance with Federal and State regulations. Market Research conducted resulted in finding no other known vendors with the required knowledge and past experience of working with NASA's Storage Tank Program that is necessary for this project. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 21, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
