- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12, 6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued with the intent to award on a Sole Source Bases. Request for Quotation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04,and NAICS Code 541370. This is a combined synopsis/solicitation for the Government to acquire late date source materials that are required as Government-furnished information for research, analysis, and incorporation into the deliverables of the following six surrounding existing International Boundary report (IBR) production services. Scope: The Statement of Work is to purchase the required data specified as follows; Applicable Documents (None). Authorized Statement of Work is to purchase required data from the Main Office of Geodesy and Cartography (GUGiK) in Warsaw Poland. Deliverables shall be 5.1.1 Table containing data for each numbered border marker (including coordinates) in Microsoft Excel spreadsheet format on DVD or CD for each of the six State borders that are incorporated the Poland (IBR), a total of 57,314 border markers for all six borders. 5.1.2 Demarcation boundary vector maps and points (SHP file format) of all second-order administrative divisions (powiaty). 5.1.3 Sketches of all border posts with coordinates for all four State borders that are ratified, including records, updates, errata, and records of border signs that were moved (either soft-copy Microsoft Word document format where available or hard-copy paper copies). 5.2 General Deliverable Requirements: Deliverables shall be provided on the dates specified by Government. Any changes to delivery date shall have prior approval, in writing by the Government. All deliverables shall be submitted in format approved by the Government. Contractor-defined format may be used, if there is no Government standard format that applies. If the deliverables cannot be provided within the scheduled time frame, the contractor shall contact the Government's NGA Contracting Officer's (COR's) reprehensive (COR) in writing with a reason for the delay and proposed revised schedule. The request for revised schedule shall include the impact (cost and schedule) on related tasks and overall project. A request for a revised schedule shall be reviewed and approved by the Government before the schedule is placed in effect. Contract terms and conditions will dictate penalties, costs, and other actions based on the facts related to the request for revised schedule. All written deliverables shall be phrased in terms and language that are easily understood by non-technical (e.g., laypersons without subject matter expertise). All preliminary and final deliverables and associated working papers and other material considered relevant generated by the contractor during performance of contract are property of the Government. The contractor shall submit all documentation to the COR, or designee, at the conclusion of the effort for evaluation, classification, and disposition. Shipments shall be made to NGA, ATTN: Steven Vogel, MS: D-068, 4600, Sangamore Road, Bethesda, MD 20816-5003. 5.3 Government Review: The government will review and approve comment and/or acceptance of all deliverables within 10 days of delivery, unless otherwise noted in delivery schedule. 6. Place of Performance: The primary place of work performance is Washington, D.C. Metropolitan area. NGA Acquisition Regulation Implementation (NARI) clause: 5X52.227-9000 UNAUTHORIZED USE OF NGA, SEAL, and INITIALS as provided in 10 U.S.C.section 425, no person may, except with the written permission of the Director of National Geospatial-Intelligence Agency, knowingly use the words, "National Geospatial-Intelligence Agency or Defense Mapping Agency", the initials NGA or DMA, the seal of the National Geospatial-Intelligence Agency, National Imagery and Mapping Agency or the Defense Mapping Agency, or any colorable imitation of such words, initials, or seal in connection with any merchandise, retail product, impersonation, solicitation, or commercial activity in a manner reasonably calculated to convey the impression that such use is approved, endorsed, or authorized by the Director , NGA, (a) Whenever it appears to the U.S. Attorney General that any person is engaged or about to engage in an act or practice which constitutes or will constitute conduct prohibited by paragraph, (b) the Attorney General may initiate a civil proceeding in a district court or Unite States to enjoin such act or practice. Such court shall proceed as soon as practicable to hearing and determination, enter such restraining orders or prohibitions, or take such other action as is warranted, to prevent injury to the Unit Stated, or to any persons or class of persons for whose protection the action is brought. The following Defense Federal Acquisition Regulation (DFARS) provision and clauses apply to this solicitation: 252.204-7004 Required Central Contractor Registration Alternate A (Nov 2003), 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Order applicable to Defense Acquisition of Commercial Items (Jan 2005). Offerors are advised to include a completed copy of 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer or to indicate in their proposal that the offeror's representations and certifications are available through the Online Representations and Certification Application (ORCA). Beginning January 1, 2005, the FAR requires the use of the Online Representations and Certifications Application (ORCA) in Federal Solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR representations and certifications previously found in solicitations. Quotes received without the completed copy of the provision at FAR 52.212-3 or statement of availability on ORCA will be considered non-compliant. Contractors awarded a contract as a result of offers submitted for Solicitation HM157607R0010 may reference completed certifications, state the completed certifications are current, accurate and complete and agree to notify the Contracting Officer of any changes, in lieu of completing the provision at 52.212-3.
