- The United States Government Accountability Office (GAO) intends to issue a procurement under other than full and open competition to Oil Price Information Services (OPIS) 11300 Rockville Pike,#1100 Rockville, MD 20852-3030, a specialized company that provides comprehensive information on rack (wholesale) and retail gasoline prices and expert consulting on the U.S. gasoline rack market. Specifically, the data will contain the fol1owing information: rack price data for regular unleaded gasoline for all U.S. terminals from 2000 to the latest in 2007 in weekly averages of the daily prices and a list of companies posting rack prices at terminals. The prices should be for branded and unbranded by company, major product specifications (conventional, reformulated and CARB) by company and by additives (e.g., clear, 5%, 7% ethanol, high/low RVP, etc). For each rack the following should be included: average price, low rack average; high rack average; average for branded: low average for branded; high average for branded; average for unbranded; average low for unbranded; average high for unbranded; contract average, gasoline spot market for the rack; spot replacement index (identify origin) where available; ownership of terminal: proprietary and nonproprietary. Also, please identify racks that are aggregations of other racks: For example, is Dallas/Metro rack an aggregation of racks in the Dallas/Forth Worth metro area? It is widely known in the U.S. oil industry that OPIS is the only source of this type of comprehensive and detailed data and market information on the U.S. rack gasoline market. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
