Description
This is a Sources Sought synopsis being conducted pursuant to FAR Part 10, Market Research. This sources sought announcement is for planning purposes only and there is no solicitation available at this time. This is an initial step in the planning process for determining the available sources that can provide personnel with for project support of the Waste Management Division and the Environmental Restoration Division at Brookhaven National Laboratory (BNL), Upton, NY. 1. Nuclear Safety Documentation and Policy Assistance 2. Waste Management Support 3. Senior Project Controls Engineer 4. Project Controls Engineer 5. Senior Contract Specialist 6. Decommissioning & Decontamination Project Management Specialist 7. Radiation Project Manager 8. Waste Manager 9. Radiological Engineer 10. Safety & Industrial Hygiene (S&IH) 11. Risk Management Specialist 12. Decommissioning & Decontamination Project Manager 13. Regulatory Affairs Manager 14. Radiation Project Supervisor Position 1: Nuclear Safety Documentation and Policy Assistance Provide Brookhaven with services to address issues arising due to the Nuclear Facility status of the Waste Management Facility (WMF), and to address radioactive waste regulatory issues such as audits, evaluation of new rules, and comparative assessments of radiological waste operations versus other National Laboratories. Typical efforts may include assistance in the annual revision of the Final Safety Analysis Report (FSAR), preparation of un-reviewed Safety Question Determinations (USQDs), preparation of draft revisions to radioactive waste handling procedures, preparation of policies and plans relating to radioactive waste, preparation of revisions to BSA?s Standards Based Management System (SBMS) Subject Areas, and drafting of Management System Descriptions for SBMS. Position 2: Waste Management Support Provide Brookhaven with brokering services for radioactive and mixed waste shipments, as well as assistance in activities leading up to radioactive waste shipments. Activities may include preparation of work plans; selection of wastes for shipment and determination of proper segregation and packaging requirements; development of techniques for investigation of unknown radioactive materials in current storage; iterative communication with treatment and disposal contractors and development of documentation to satisfy Waste Acceptance Criteria (WAC) requirements; participation on the BNL Transportation Safety Committee. Position 3: Senior Project Controls Engineer Provide Brookhaven with project planning, cost estimating, and scheduling for BSA Environmental Restoration Project and decontamination and demolition projects. Activities may include responsibility for interface between the Environmental Management Division (EMD) and DOE management including formal oral presentations of project status; providing technical and management support to EMD project controls systems and work processes in accordance with DOE Order 413.3 requirements; coordination of project controls staff; and providing oversight and management of the creation, maintenance, control, and reporting of EMD project baseline schedules. Position 4: Project Controls Engineer Provide Brookhaven with project planning, cost estimating, and scheduling for BSA Environmental Restoration Project (ERP) for decommissioning and decontamination projects. Activities may include formal oral presentations of project status; providing technical and management support to EMD project controls systems and work processes in accordance with DOE Order 413.3 requirements, reaction, maintenance, control, and reporting EMD project baseline schedules. Position 5: Senior Contract Specialist Provide Brookhaven with procurement and contract administration support for BSA Environmental Restoration Project decommissioning and decontamination projects. Activities may include drafting IFBs, RFPs, RFQs, proposal evaluation, cost and price analysis, negotiation, drafting of contracts and modifications; support ERP Directorate for PPM status and future procurements. Position 6: D&D Project Management Specialist Provide Brookhaven with planning and execution assistance for the BSA reactor decontamination and demolition projects. Activities may include; providing support to the DOE/EPA/NYS DEC Core Team enabling the preparation of a Focused Feasibility Study (FFS) and a Proposed Remedial Action Plan (PRAP) for the Brookhaven High Flux Beam Reactor (HFBR), including BSA and DOE comment and review and revision cycle; development and presentation of programmatic and technical assessments and cost & schedule variance analyses; technical support of contract modifications; and presentations to various stakeholders including the Brookhaven Executive Roundtable, Community Advisory Council, and the BGRR Working Group; support of internal and external audits and assessments. Position 7: Radiation Protection Manager Provide a Radiation Protection Manager to manage and implement all aspects of the radiation control program at Brookhaven for the BGRR and HFBR during final decommissioning and decontamination. Interface with senior decommissioning project and BNL radiological controls management to ensure project goals and Laboratory requirements are met and satisfied; manage and supervise direct reporting radiological controls personnel and provide management oversight of radiation protection technicians assigned to the decommissioning project; lead and participate in the decommissioning project ALARA initiatives, including the establishment, tracking, and trending of individual and collective project radiation exposure; participate in the development and review of bid specifications and the selection of contractors required for the decommissioning project; support the BNL Integrated Safety Management (ISM) program through implementation of the RWP program and other supporting policies and procedures; provide radiological control support to the transportation of decommissioning related radioactive material within the BNL site; provide radiological control support for the shipment of all decommissioning related radioactive material from the BNL site; manage all administrative aspects associated with radiation protection personnel, instrumentation and other resources associated with the Decommissioning Project. Position 8: Waste Manager Provide Brookhaven with planning and disposition of all waste associated with the decommissioning of the BGRR and HFBR; initiate and execute strategic waste management plans for all waste streams anticipated during the decommissioning project; interface with Brookhaven Laboratory?s Waste Management Division (WMD) during the decommissioning project to ensure that all Laboratory specific requirements are satisfied; interface with BGRR and HFBR engineering and WMD personnel in the development of waste stream characterization, dismantlement approaches, and disposal strategies; initiate and participate in the strategic planning and execution of waste minimization and pollution prevention during the decommissioning project; initiate, control and utilize all waste management contracts necessary during the decommissioning project. Position 9: Radiological Engineer Provide Brookhaven with radiological engineering services to support radiological aspects for the decommissioning and decontamination of the BGRR and HFBR; participate and develop characterization reports of the BGRR graphite pile and bio-shield; perform shielding calculations and radiation modeling for various scenarios to support the decommissioning planning and work activities; review, interpret and validate radiological data obtained from off-site analysis; participate in preparing and presenting project related radiological information at public and other stakeholder meetings; provide other radiological engineering services as requested by BSA personnel. Position 10: Safety and Industrial Hygiene (S&IH) Provide Brookhaven with establishment and maintenance of the Safety and Industrial Hygiene programmatic infrastructure required to safely and efficiently complete the decommissioning projects for the BGRR and HFBR in accordance with Laboratory, DOE and regulatory requirements; develop and coordinate the approval of an overreaching S&IH plan for all ERP work and the approval of ERP Directorate S&IH procedures; coordinate ERP Directorate?s accreditation under OHSAS 18001 in concert with the Laboratory?s Phase III Plan; establish technical and other S&IH requirements for flow-down to ERP subcontractors; coordinate timely S&IH reviews of project job hazard and risk assessments, project plans and procedures, and S&IH plans and procedures; plan, organize and implement independent S&IH oversight of ERP project activities; ensure prompt communication of S&IH observations and issues to ERP personnel; ensure necessary S&IH resources are available to support ERP project work, including procurement activities for requires services, equipment and supplies; coordinate Laboratory S&IH subject matter expert involvement to support the safe conduct of ERP work and to meet S&IH plan requirements; establish and oversee required data and information gathering and reporting as required; serve as a voting member of the ERP Project Operations review Committee. Position 11: Risk Management Specialist Provide Brookhaven with risk analysis support, project management and risk management plan development for the BGRR and HFBR D & D baseline development process. Activities may include interfacing with key personnel to establish risk informed scope of activities; interviewing key personnel to determine and bound risk/reserve values; provide support to establish baseline documentation; develop draft critical decision documentation; review long term operation management reserve for adequacy; provide other project/risk management services as requested. Position 12: Decommissioning & Decontamination Project Manager Provide Brookhaven with project management support for reactor decommissioning projects. Responsibilities will be functional/managerial support for Work Packages 306 (Pile Component Removal), 321 (Bio-shield Removal Detail Planning & Mobilization), 322 (Bio-shield Removal), 414 (Stack D&D), and 415 (HFBR Underground Utilities); identify training, information, equipment and facility needs to complete the decommissioning and decontamination projects. Position 13: Regulatory Affairs Manager Provide Brookhaven with a Regulatory Affairs Manager to support Environmental Restoration Project decommissioning and decontamination projects. Activities include evaluation of existing/emerging regulatory requirements; interpretations and proposed recommendations for action; manage the interface with regulatory agencies; serve as focal point for developing regulatory strategies; conduct assessments on regulatory performance; coordinate meetings with regulators; coordinate internal reviews of deliverables to regulatory agencies; work with group managers and project managers responsible for meeting regulatory commitments and develop high quality submittals and reports. Position 14: Radiation Protection Supervisor Provide Brookhaven with a general supervisor for the ERP Radiation protection section to supervise the ERP Radiation Protection Technicians (RPTs) during work on the BGRR and HFBR, as well as supporting other facilities during final decommissioning and decontamination. Activities may include implementing and supervising all aspects of the ZBNL Radiological Control Program, in accordance with all BNL procedures and standards as they apply to RCT operations; interface on a daily basis with D&D supervision/craft to support pre-job briefs and other ERP related activities; supervise Radiological Control personnel directly reporting to the position; participate in internal and external radiation exposure monitoring in the effort to maintain exposure ALARA; support the BNL Integrated Safety Management (ISM) process through implementation of the RWP program and other supporting policies and procedures; provide radiological control support for the shipment of decommissioning related material from the BNL site. The source must have extensive experience in the DOE nuclear and mixed waste area. The solicitation, if issued, will be a Request for Proposal (RFP) and a best value source selection will likely be the method of contractor selection. Brookhaven is contemplating a contract to a single contractor with a performance period that will include a base year and up to 2 one-year option periods. The source must be able to provide all the listed positions full time at the BNL site (Upton, NY) for the duration of the contract. All businesses capable of providing personnel with the knowledge, skills, and experience needed for project support at the Waste Management and Environmental Restoration Divisions are invited to respond with capability packages. The capability package should, at a minimum, include resumes of planned personnel for all positions with work experience of similar efforts performed within the last five years. Performance information on the company should, at a minimum, include a work history of providing similar personnel for similar work requirements that includes the contract number, dollar value, performance period, point of contact information for verification purposes, and description of the requirement. Brookhaven will assess a company?s capability to provide the required support described herein by evaluating the capability packages using the objectives/criteria identified below: 1. Quality, Capability, and Similar Work Experience of the Proposed Personnel 2. Management Capability of the Company in providing similar work teams and/or personnel Interested organizations should submit their capability packages demonstrating their capability to provide all personnel with the requisite work experience to perform this work in sufficient detail to assess their ability. Any information provided as a result of this sources sought synopsis is voluntary and there will be no payment for any information submitted. Responses shall not include cost or pricing information. Interested offerors shall submit their capability package via electronic mail to the attention of JoAnna Black, procurement Supervisor, at jblack@bnl.gov no later than 1:00 p.m. local time 14 June 2007. All information received from this sources sought announcement will be used to determine whether to conduct a competitive procurement. Only capable firms that can provide all of the requested personnel for the aforementioned project support requirements need respond. This sources sought synopsis should not be construed as a commitment by Brookhaven Science Associates for any purpose, nor does it restrict Brookhaven Science Associates to an ultimate acquisition approach.
