- Description: Reviewing the Impact of Approaches to Insurance Expansion on Safety Net Provider Organizations. The Health Resources and Services Administration (HRSA) is conducting a sources sought synopsis to locate capable organizations providing the services mentioned in the Description and in the paragraphs below. The purpose of this procurement is to review the impact of approaches to insurance expansion on safety net provider organizations. This will be accomplished by refining study questions from a previous project that will help States design initiatives in ways that secure the future of the safety net; will explore ways of collecting the needed information and developing an approach to modeling the likely impacts on Safety Net Providers and will also clarify the design elements of insurance initiatives that are important to safety net viability. All of this will be accomplished by convening a workshop of State officials and other experts to discuss these issues and then to develop a report on the findings of the workshop. Topics shall include: 1) Contact State Officials and other experts to refine discussion issues; 2) Prepare and complete an agenda, briefing paper and logistical arrangements for the workshop; 3) Convene the workshop; and 4) Prepare a draft and final report. Interested organizations should submit their capability statements demonstrating their capability to perform this work in sufficient detail to assess their ability. Potential contractors must have experience with State insurance expansion initiatives, direct experience with the HRSA State Planning Grants program and the reports associated with the program, and experience analyzing the significance of design elements approaches to insurance expansion of low income populations. Potential contractors should have experience with the extent to which safety net providers have been incorporated as providers for the newly insured populations. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance HRSA?s consideration and evaluation of the information submitted should be provided. The Government reserves the right to not set this acquisition aside for small business. The applicable NAICS code for this requirement is 561920 and the corresponding size standard is $6.5M.
