Description
***************THIS IS A SOLE SOURCE ANNOUNCEMENT!*************** IT IS THE INTENT OF THE STATE DEPARTMENT, TO NEGOTIATE A SOLE SOURCE CONTRACT UNDER FAR SUBPART 6.302-1(a)(2)(ii).The Bureau of African Affairs, Regional and Security Affairs (AF/RSA) intends to make award to Camber Corporations, 108 N. Dickson, Raeford, NC 28373, for training and proposed renovation work of the training center in Kinshasa, Democratic Republic of Congo. Camber currently provides military officer training through the DOD to DRC military officers in Kinshasa, DRC. The contract consists of refurbishment and upgrade of the facility to meet the needs of the military training being performed. Due to the rigors of the training and environment and prior knowledge of the personnel and required procedure Camber is considered the only source capable of continuing the training. The Service is being considered for sole source base upon FAR 6.302-1(a)(2)(ii), which states that supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in -- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agencies requirements. (See 10 U.S.C. 2304(d)(1)(B) or 41 U.S.C. 253 (d)(1)(B).) Statement of Work: Has been attached for clarity and understanding. Interested persons may identify their interest and capability to respond to this requirement. This special notice is not a request for competition or competitive proposals; however, all proposals received by the closing date and time will be considered. A determination by the Government not to compete this proposed contract, based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any vendors who believe they can provide these supplies/services and meet all requirements should email or fax their companies? capability information to the attention of Jason A.
