Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. The Government has determined that only one source is re asonably available for this requirement and intends to issue a sole source award to Intelagard, Inc. The basis for this determination is: This is a requirement to modify an HMMWV-mounted HM-FSDS-D (High Mobility Fixed Site Decontamination System Demonstrat or) owned by the Government and manufactured by Intelagard, Inc. The modification will require addition of proprietary parts, modification of existing systems, and on-site training at the ship-to location (209th CES, Gulfport, MS). Line Item 0001: Statemen t of Objectives: Services, Non-Personal: Furnish all labor, equipment, supplies, materials, testing, transportation, plant and supervision necessary to modify a Government-owned HM-FSDS-D, manufactured by Intelagard, Inc. Objectives of the modification are : 1) Eliminate system dependency on Tactical Trailer converting it to ancillary equipment thereby reducing base package size and providing multiple grades of mobility; 2) Reduce profile of machine by removing plumbing system compartment from passenger side fenders and relocating to open space in below compressor in rear passenger foot wells; 3) Replace heavy electrically controlled valves and manifolds with lighter weight pneumatic components; 4) Replace permanently affixed spray bar with quick-disconnect m odel and add QDC brackets to HMMWV bumper thereby allowing terrain decon from either Tactical Trailer or HMMWV; 5) Replace operator interface and increase In-Cab operability: a) Replace control box with ruggedized model containing additional controls; b) F urther increase In-Cab operability by relocating compressor operator interface to HMMWV vehicle cab; c) Increase number of display indicators on operator interfaces to provide indication of activated components and spray turret position. The Government wil l only favorably consider and evaluate offers that unquestionably and clearly demonstrate the offerors ability to achieve the objectives. The provision at 52.212-1, Instructions to Offerors-Commercial Items (SEP 2006) applies to this acquisition. The prov ision at 52.212-3, Offeror Representations and Certifications-Commercial Items (NOV 2006), Alternate I, applies to this acquisition and a completed copy of this provision shall be submitted with any quote.
