Kern Telephone: 49 (0) 6118162621 Facsimile:49 (0) 6118162618 E-mail: kathleen.kern@us.army.mil The U.S. Army Corps of Engineers, Europe District (EUD), is soliciting interest for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Information Management, Communication and Infrastructure (IMCI) at U.S. Arm y Supported Installations throughout Europe. Task Orders will be issued under these MATOCs. This solicitation is for a firm, fixed priced (FFP) construction contract that will provide real property repair, maintenance and construction services for site adaptation and preparation in support of expand ing service capabilities to network users connected by information infrastructure in Europe. The contract will provide a means to sustain and modernize a reliable telecommunications infrastructure that will link forward-deployed Armed forces to worldwide C ommand and Control and information systems. The majority of work to be performed under this contract is site adaptation for later installation of a variety of information and communication support equipment, including high capacity switching equipment in support of U.S. Forces facilities primarily l ocated in Germany but could also be used anywhere within the EUD area of responsibility (see locations below). Some design effort often with compressed schedules will be required. Task Orders for this contract may include, but not limited to, a variety of trades, such as: civil work, demolition, excavation, fencing, paving, interior/exterior utilities, structural reinforcement, carpentry, metalwork, roofing, painting, plumbing, masonry, electrical, grounding, power and air conditioning upgrades, fire detect ion and suppression systems, communications systems, telephone switches, network, cabling, electronic security systems, personnel alert systems, plus communications tower repair/strengthening and other work as required, including emergency repair work. The re may be rare occasions when the development of problems during other-than-normal-duty-hours arise which may jeopardize the operation of the areas, the Contractor will be required to respond to the Government needs within four (4) hours following telephon ic notification which may be made at any time in any twenty-four hour period. Site Preparation is defined as the process of adapting or renovating a site to address not only facility repair and maintenance but specifically to adapt a site to current facility standards and requirements. The Contractor may be required to prepare a wor k plan, adapting the Governments general criteria to a specific facility or site. Alternatively, the Government may require the Contractor to perform construction based upon a detailed scope of work or a design. LOCATION: The work will primarily focus on USAREUR, EUCOM and/or NATO installations within Germany, Belgium, and the Netherlands but may be used within any area of operations where the U.S. Army Corps of Engineers, Europe District, to include Eastern Euro pe. PERFORMANCE PERIOD AND CAPACITY: Each MATOC will have a one (1) year base period and two (2), 1-year option periods for a possible total of three (3) years, if the Government chooses to exercise all option periods. The total contract capacity of the MATO Cs will be $14,985,000 total over the life of the contracts. This solicitation will be used to award one (1) or more Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) contract. The award of these contracts will be made on Best Value to the Government, based on price and tec hnical factors. The plans and specifications for this solicitation will be issued free of charge by downloading electronically from a designated website. The website will be provided to al l interested offerors at a later date. Paper hard copies of the solicitation, plans and specifications will not be provided. It is the offeror's responsibility to ensure they have received any subsequent amendments, if any. All qualified and responsible sources may submit a proposal and will be considered for award. Offerors shall determine whether performance requires registration with German authorities or authorization to do business in Germany and if so, shall comply with all requirements. This req uirement applies to all countries in which worked may be performed. A firm's mailing address, telephone number, facsimile number, e-mail address and an English speaking point of contact MUST be provided to facilitate delivery notification of posted solicitation, to include any amendments to interested firms.
