Description
This will be an UNRESTRICTED, Request For Proposal, Single Award procurement. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submiss ion of a subcontracting plan. The Scope of Work of this Contract consists of the construction of the safe room foundation and platform structure, installation of government  furnished safe rooms and automation of existing pumping stations and safe rooms at five (5) Jefferson Parish Drainage Pumping Stations on the West Bank. The work shall include at each of the five (5) sites: 1. Construction of safe room foundation and platform. 2. Unloading and installation of government furnished safe room. 3. All utility hookups to safe rooms including electrical, water, sewerage tanks and discharge lines, diesel tanks and lines and other appurtenances shown on drawings. 4. Automation of existing pumping equipment and installation of remote-operation panels in safe rooms. 5. Testing and commissioning of all equipment. 6. Coordination with all public and private utility companies and railroads for utility installations and safe delivery of all safe rooms. 7. Required permits. Contractor will be responsible for procuring, fabricating, installing, and furnishing all plant, equipment, labor, and materials to construct, automate, and commission five (5) West Bank Drainage Pump Station Safe Rooms. These Safe rooms will be located at Lake Cataouatche Pumping Station, 3901 Highway 90, Avondale, LA 70094; Estelle No. 2 Pumping Station, 3850 Destrehan Avenue, Harvey, LA 70058; Hero Pumping Station, 4644 Peters Road, Harvey, LA 70058; Planters Pumping Station, 268 Bypass Road, Belle Ch asse, LA 70037; and Westwego No. 2 Pumping Station, 820 S. Laroussini Street, Westwego, LA 70094. Work is estimated to cost more than $10,000,000.00. The solicitation will be issued on or about 21 June 2007. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data S olutions (FedTeDS) system. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders must register with FedTeDS befor e accessing the system. Registration instru ctions can be found on the FedTeDS website (https://www.fedteds.gov) by clicking on the Register with FedTeDS hyperlink. It may take some time to download the files. Zip files co ntaining .cal drawing files should be downloaded and extracted together in a single directory. You will need the adobe acrobat reader for .pdf files (www.adobe.com) and the maxview reader (www.maxview.com) for .cal files in order to open most files pos ted by the New Orleans District. You are advised that FedTeDS currently does not have a Plan Holders List capability. How ever, you are encouraged, for marketing purposes, to register as an Interested Vendor in FedBizOps (www.fbo.gov). This can be done by clicking on the solicitation title and clicking on the button that says Register as an Interested Vendor and entering you r business information. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administrations Subnet, at http://web.sba.gov /subnet.
