- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicita tion Number W912EE-07-R-0015 is being issued as a Request For Proposals (RFP) with the intent to award as simplified acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 20 05-16, under NAICS Code 336612 (SIC 3732) with number of employees not exceeding 500. The U.S. Army Corps of Engineers (USACE), Vicksburg, Mississippi has a requirement for Water Safety Patrol Boat at Arkabutla Lake, Mississippi. This procurement may be quoted as follows: Line Item 000l Supplies/Services: Furnish and Deliver a Water Safety Patrol Boat (including shipment, delivery, and set-up), Quantity: 1, Unit: Each, Unit Price: $ _________; Total amount of Line Item 0001 $ ____________. 0001 Water Safety Patrol Boat. General. The boat to be supplied under this contract shall be a new unit meeting the following specifications. This boat shall be the same as or equal to a Boston Whaler Justice 24 foot boat having the following characteri stics: 1. Unsinkable hull with commercial grade fiberglass laminate. 2. 30 transom upgrade. 3. 10 year transferable limited hull warrantee. 4. Self bailing hull with scuppers. 5. Trim tabs Electric with indicators. 6. White exterior/Haze grey interi or gelcoat. 7. Heavy duty rubrail. 8. Black identification and trim markings. 9. Fiberglass console with storage area, electronics box, windshield and grabrail. 10. Aluminum leaning post with door, shelf, and grabrail. 11. Padded stainless steel steering wheel with tilt. 12. Hydraulic steering. 13. 2 bow storage lockers with fiberglass cover and drain. 14. Anchor locker with fiberglass cover and drain. 15. 2 in-deck storage lockers with fiberglass covers and drains. 16. In-deck bow stora ge with drain and bilge pump. 17. Forward below deck storage compartment with aluminum hatch. 18. Bow eye/Lifting eye. 19. Stern eyes. 20. 6 10 cleats. 21. Navigation lights. 22. Fire extinguisher. 23. Switch panel-bilge (2)/Navigation light s/4 Auxiliary. 24. 195 gallon baffled fuel tank. Additional equipment required: 1. Stainless steel transom corner chafe plates. 2. stainless steel cutwater. 3. stainless steel transom chafe cap, 30 transom. 4. stern splashwell gate, fiberglass. 5. Hi-lo bow/side rails with dive door. 6. Engines: 2 Yamaha 200HP HPDI counter rotation outboards or equal. 7. Dual engine pre-rig w/o gauges. 8. Dual engine gauge package to include 2 multi-function tachometers, one multi-function speedometer, and one fuel management gauge. 9. 2 three gallon oil tanks. 10. Dual engine installation and performance verification required. 11. 2 stainless steel V-6 propellers. 12. 3 floodlights mounted one port, one starboard, and one aft. 13. 2 red cockpi t lights mounted under gunwales. 14. Flush mount compass. 15. ACR remote control spotlight. 16. Dual pedestal seats with armrest. 17. Stern seat. 18. 72 quart cooler with cushion and holddown. 19. 28 light bar (blue lens) with siren, PA and am plifier. 20. Medium duty t-top with radio box with lockable door. 21. Torsional towing rail tower black powdercoat. 22. Engine crash rail outboard. 23. Dive/rescue door 34. 24. Chafe plate at dive/rescue door opening 34. 25. Battery s ystem for dual engines, 2 starting and one auxillary , including 3 on/off battery switches, 3 battery boxes and trays, battery cables and terminals for 2 engines and 3 batteries, splashwell rigging boot (where applicable), isolator, and battery parallel sw itch. 26. 2 maintenance-free wet cell starting batteries, Group 24, 1000 MCA. 27. Maintenanct-free wet cell deep cycle battery, Group 27, 115 amp hour. 28 . Battery Charger, 30 amp 3 bank (including shore power outlet and cord. 29. 12-volt outlet. 30. VHF radio, Raytheon Ray 54 W/DSC or equal. 31. GPS/sounder combo unit, NAVMAN Trackfish 6600, 7 color with transom transducer or equal. 32. Heavy d uty aluminum trailer with torsion axles to include stainless steel disc brakes on one axle, spare tire and carrier, upright guides, hand winch, and bearing protection system. Quantity to be Delivered. The Contractor shall deliver 1 Water Safety Patrol Boa t under this solicitation. Delivery Location. The Patrol Boat shall be delivered to the U.S. Army Corps of Engineers, Vicksburg District facility at Arkabutla Lake (specific delivery instructions will be provided upon award.). Desired delivery date is as soon as possible, but in n o case later than 30 September 2007. Submittals. The Contractor shall submit the following information with the bid package to verify that the proposed boat as well as the Contractors plans for delivery meet the requirements of this solicitation. Product Data. The Manufacturers technical data and catalog cuts describing the salient features listed in this solicitation. If the manufacturers data does not specifically address the salient features listed, a signed statement from the manufacturer s tating that the units comply with the requirements for the salient features will suffice. The signed statement must specifically mention each salient feature by name. Schedule for Delivery. The schedule shall show the date the boat will be delivered. Standard Products. Materials, equipment and units shall be the standard products of a manufacturer regularly engaged in the manufacture of such products and shall essentially duplicate items that have been in satisfactory use for at least 5 years prior t o receipt of quote. Warrantee. The Patrol Boat to be supplied under this contract shall include the manufacturers standard warrantee on materials and workmanship. Award shall be made to the responsive and responsible offeror whose quote is determined t o offer the best value to the Government considering conformance to technical specifications, delivery schedule, and price. The Clause 52.212-2, EvaluationCommercial Items is applies to this acquisition. Offeror shall submit with his/her quotation suffi cient technical literature, brochures, product descriptions, etc. to enable the Government to determine technical acceptability. FAR Provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. The Clause 52. 212-4, Contract Terms and Conditions, applies to this acquisition.
