Description
The Naval Sea Systems Command intends to procure Machinery Control System (MCS) upgrades on a firm-fixed price (FFP) basis as part of the DDG-51 Ship Class ?DDG Modernization? program. The MCS upgrades will consist of Universal Control Consoles (UCCs) and Data Interface Units DIUs. The MCS consoles to be upgraded include the Propulsion and Auxiliary Control Console (PACC), Electric Plant Control Console (EPCC), Shaft Control Unit #1 (SCU1) console and Shaft Control Unit #2 (SCU2) console. The upgrade shall include all specified hardware necessary to integrate with the legacy engineering space equipment onboard in-service DDGs. A competitive solicitation is expected to be issued shortly. The MCS upgrades shall be designed to allow the Government to leverage the basic existing Government computer programs from the DDG-51 new construction program. The MCS hardware shall be designed to limit the impact to the existing in service ship cable plant, power and cooling sy stems and limit the duration of ship down time for the installation. The MCS hardware design shall avoid the requirement for hull cutting during the installation and maximize the utilization of existing cabinetry already on the ship. All hardware proposals will be considered, including proposals to provide upgrade kits for the existing consoles as well as alternate proposals to completely replace the existing consoles. The hardware design, merged with the computer programs, shall allow the Navy to achieve a single watchstander in the Central Control Station (CCS) spaces during Condition III watch by leveraging the automated functions built into the computer programs. This synopsis is being posted to both the Federal Business Opportunities (FBO) site at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitiations to the internet, NECO is the alternative in case FBO is unavailable. Offerors may utilize either site to access information posted by the Naval Sea Systems Command. Some technical specifications (including Attachments A and B) to this solicitation include a ?Distribution Statement D? marking, meaning access is restricted to DoD and DoD contractors only. In order to control access to these documents, they can only be accessed through Federal Technical Data Solutions (FedTeDS) at https://www.fedteds.gov/. Access to this system will require a username and password and should be obtained by any interested parties by completing the registration process on the FedTeDS website. A FedTeDS Ve ndor User Guide is available on the FedTeDS homepage. This procurement will include a basic requirement for a first article test unit, two shipsets, data, and engineering services with options to procure up to sixteen (16) FFP units and three (3) training site sets that may be exercised over the five year contract period. No industry day is planned for this procurement. A draft solicitation is being released with this announcement in FBO for industry review and comment. Available technical specifications will be posted on FedTeDS. In addition to comments on the general content of the scope and technical requirements, a review of the requirements should include the identification of cost drivers, including rough estimates of cost impact, so the Navy may conduct a trade off analysis of performance versus cost drivers prior to releasing the final solicitation. Industry is also requested to comment on the requested warranty provisions. Comments should be provided within 21 days of the posting of this announcement.
