Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO in unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, NSWCDD intends to purchase, sole source, to Universal Hovercraft Technologies one (1) Commercial Off The Shelf COTS Wing in Ground WIG effect hovercraft system kit. The system shall be delivered complete with all sub-systems and components required for assembly and flight, along with an assembly package, supporting materials, and manuals required to allow the commercially available systems to meet the Functional Requirements. The supplier shall provi de 4 periods of on-site assistance to the government and 40 hours of offsite support. FUNCTIONAL REQUIREMENT: The Wing in Ground effect hovercraft system delivered shall be comprised of the following sub-systems and components: A prefabricated hull, lift duct and skirt air splitters pre-installed, bottom ready for the bag skirt to be installed, top deck ready for the cockpit to be attached and propulsion engine, oil and air filters, thermostat, mount, drive system, completed thrust duct, and propeller, lift engine power transfer, lift fan, and bag skirt, tail assembly and control surfaces, wing Aluminum spars, any attachment hardware, wing material, wing tips, electrical alternator, battery, wiring, fuse/breaker box, ignition, starter, control engine, lift fan, control surfaces, fuel tank, lines, and filter, and cockpit construction materials, wiring harness, instruments: tachometer, airspeed, water temperature, oil press, voltage, fuel gauge and hour meter gauges, sub-syst ems, along with any hardware required to connect any sub-system or com ponent. The Wing in Ground effect hovercraft system?s engine shall be a liquid cooled 4 stroke with fuel injection and turbo charging, of at least 135 HP, and that burns regular unleaded automobile gasoline. The system shall come with an engine driven alternator with ample power to charge the battery while running the delivered electrical system components. The system shall have dimensions of not more than 18.5 feet long by 7.5 feet wide by 6.5 feet tall prior to installation of the tail and wing sub-systems 23.5 feet long by 20.2 feet wide by 6.5 feel tall with tail and wing sub-systems installed. The system shall have an empty weight of not more than 850 pounds with the tail and wing sub-systems installed. The system shall have a usable load capability of at least 1000 lbs in hovering, with tail and wing sub-systems installed and 850 lbs while flying. The system shall have a range in still air of at least 200 statue miles in hovercraft mode and at least 140 statue miles in WIG mode, while using not more than fifteen gallons of fuel. The system shall be capable of being operated in maximum wind speeds of at least 15 mph winds. The system shall be capable of being operated in temperatures as low as 5 degrees Fahrenheit and as high as 110 degrees Fahrenheit. The system shall be capable of ascending a 30 degree bank in hovercraft mode and a 35 degree bank in WIG mode. The system shall contain enough floatation to support at least 2300 pounds. The system shall comply with Coast Guard regulations governing hovercraft and wing in ground effect craft sited in Commandant Instruction Navigation Rules, International-Inland, COMDTINST M16672.2series.The system shall be capable of hovering at 0 mph up to airspeed of at least 55 mph in hovercraft mode. The system shall be capable of flying at airspeed of not less than 55 mph up to airspeed of at least 75 mph in WIG mode. The system shall be capable of hovering at least 8 inches and of flying at least 5 fe et above a surface. The Wing in Ground effect hovercraft system shall be capable of operation: on land, on salt/fresh water, on snow, on grass, on sand, over mud bogs, over 4 foot waves, over rapids, and over 3 foot tall obstacles. Once assembled, the addition of the tail and wing sub-systems conversion from hovercraft to Wing in Ground effect hovercraft shall require less than 30 minutes. The supplier shall provide an assembly package, Data Item No. A001: hovercraft construction and operations manual covering the Wing in Ground effect hovercraft system and each of its subsystems hull, propulsion, lift, tail, wing, electrical, control, fuel, and cockpit, hovercraft construction video, one set of engineering drawings, and a parts list for all major component parts. The supplier shall provide a recommended spare parts list for each sub-system and an itemized price quote for the same. The supplier shall provide 4 2-day periods: 6 hours each day of actual on-site support to provide quality control checks, subject matter expertise, and preliminary construction training. The Government shall schedule the 4 periods of on-site support as needed. The supplier shall provide 40 hours of off-site support for subject matter expertise via telephone. The Government shall seek off-site support, not-to-exceed 40 hours, as needed. WARRANTY AND GUARANTEE: The airframe warranty shall be one year from the date of delivery, and shall cover the functional requirements. The engine warranty shall cover the first six months or 100 hours of use. The contractor shall repair or replace any defective components within these specified warranty periods at their own cost. Replacement components shall be available for purchase for one year from the date of delivery. The Sole Nature of this Award: The Sly Fox Rapid Prototyping (SLY FOX) Mission 9 will be involved in the rapid development of an unmanned Wing in Ground (WIG) effect hovercraft systems to help combat the asymmetric terrorist threat. The vessel will consist of a combined hovercraft and wing-in-ground effect (WIG) vessel with the capability to carry various payload types. In order to meet the rapid development schedule, the WIG effect hovercraft system kit will need to be procured and delivered by July 15, 2007 to NSWCDD or within 45 days from date of the award. The rapid development nature of the SLY FOX project does not allow for time to design, build and integrate the many different components required for the frame, engine, and wing; so they must be available commercially in kit form. The items to be procured are components of a remotely controlled WIG effect hovercraft system. Essentially the items to be procured are the actual vessel itself, which consists of the hull, propulsion, hover, wing, and control systems. Other items will be integrated into the vessel including motor controls, servo s, autopilots, various sensors, turret, and turret controls. Currently , there are several companies who manufacture hovercraft or separately WIG vessels capable of meeting some of the requirements. However, only the UHT-19XRW Hoverwing, by Universal Hovercraft Technologies meets the required capabilities. The primary distinction of this manufacturer?s design is the combination of hovercraft and WIG capabilities into one vessel. The Government requires this Hoverwing combination to meet its mission requirements. Additionally, UHT holds the patents and license for this type of vehicle. The equipment and services will be acquired utilizing Simplified Acquisition Procedures in accordance with FAR Part 13. The closing date will be 12 June 2007 with an anticipated award date of 15 June 2007. The NAICS Code associated with this procurement is 336612. Shipping and handling fees need to be quoted separately. Quotes must include a valid DUNS and CAGE Code. All items will be priced FOB-Destination, Dahlgren, Virginia. Delivery shall be 45 days after receipt of order unless noted on quote a different anticipated delivery time. All warranty and discount information shall be clearly identified in the quote. This acquisition will occur via a Firm Fixed-Price contract. All items shall be delivered and accepted FOB Destination to the Receiving Officer, 6220 Tisdale Road, Suite 100, Naval Surface Warfare Center, Dahlgren, Virginia 22448-5114, between the hours of 7:00 a.m. and 2:30 p.m. on weekdays. No deliveries will be accepted on Federal holidays. The GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE IDENTIFIED IN THIS NOTICE.
