Description
NOTICE OF INTENT TO AWARD SOLE SOURCE, a Cost Plus Fixed Fee Type Contract (NAICS Code 541511/Custom Computer Programming Services) to Northrop Grumman for three years to provide Integrated Data Annotation, Recording and Mapping System (IDARMS) training to Defense Threat Reduction Agency (DTRA) personnel to familiarize them with the equipment and software to ensure proper, treaty-compliant operation during treaty flights. DTRA executes the inspection (observations flight) provisions of the Treaty on Open Skies for the U.S. Government (USG). The aircraft used for these flights is equipped with an operator-driven, computer-assisted sensor suite used to ensure that imagery gathered by the USG team is treaty compliant. The original system, the Data Annotation, Recording and Mapping System (DARMS), was developed by Northrop Grumman Defense Missions Systems. Northrop Grumman has since developed a Windows based Integrated Data Annotation, Recording and Mapping System to replace the UNIX-based DARMS system. This effort requires that the contractor have the requisite knowledge, experience and expertise with both DARMS and IDARMS to be able to develop and conduct IDARMS training for DTRA personnel in a timely manner in order to maintain mission readiness. ***The proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.***
