Description
This is a sole source to University of Wisconsin, Madison, WI. This is a combined synopsis/solicitation; this announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Engineering Principles of A/C Drives Course The Support Equipment and Aircraft Launch and Recovery Equipment (ALRE) Engineering Department of the Naval Air Systems Command (NAVAIR) is seeking a provider of an on-site technical course for journeyman engineers that can provide an overview of A/C Drives and the underlying electromechanical engineering principals as they apply to the equipment and systems under development by NAVAIR. Key systems under development for use on future ships of the U.S. Navy include the Electromagnetic Aircraft Launching Systems (EMALS), Advanced Arresting Gear (AAG), and the Shipboard Weapons Loader (SWL). The course should be provided over three consecutive days totaling 24 hours of classroom instruction and should cover the following material: ? Machine Theory ? review of electric machines ? Machine Control ? V/Hz, principles of vector control and field orientation, block diagrams, feedback, steady state behavior, transient behavior, stability analysis ? Principles of AC Drives ? speed control, torque control ? Adjustable Speed Drives ? variable frequency o Types o Controls ? Dynamics of AC Drives/Machines ? small signal dynamic response, DQ space modeling, dynamics of vector control and field orientation The course must be provided on-site at the Naval Air Engineering Station, Lakehurst NJ, in a classroom provided by NAVAIR. Course attendance will be limited to 20 students. Students completing the course should be eligible for Continuing Education Credits. The course provider shall be familiar with emerging technologies in the specific applications of interest to NAVAIR Lakehurst including Electromagnetic Linear Motors (EMALS), Turbo-Electric Machinery (AAG), Electromechanical Linear Actuators, (Various ALRE and SE systems) and High Torque Density Motors (SWL), and shall relate the material to those projects. The initial course should be provided within 60 days of ordering, with an option to hold a second session with 180 days. SOURCE JUSTIFICATION The NAVAIR Engineering Competency (Code 4.8) personnel with assistance from the Human Resources Office (Code 7.3) have searched vendors who could provide an off-the shelf edition of a course covering this material on-site at Lakehurst. A number of organizations were researched of contacted as potential sources of this training but only one, the University of Wisconsin, Madison, Department of Engineering and Professional Development, could meet the following criteria: a) Ability to provide a course on-site at NAES Lakehurst. b) Familiarity with the emerging technologies in the areas of electromagnetic and electromechanical actuation. c) Familiarity with NAVAIR applications of these technologies. d) Willingness to provide training customized to our programs/technological applications. In addition the University of Wisconsin, Madison is in the unique position of having been involved in efforts supporting the development of both EMALS development and the Electromagnetic Arresting Gear System (ERS ? the predecessor to AAG), as well as Office of Naval Research (ONR) all ? electric ship programs including Power Electronic Building Blocks (PEBBs), and Adva The following additional information is requried; company name, address, point of contact, phone and fax numbers, cage code, dunns number, tax ID number and delivery date.
