- CONTRACT INFORMATION: The USDA Natural Resources Conservation Service (NRCS) in Minnesota requires the services of a licensed land surveyor for the performance of legal boundary surveys for Wetlands Reserve Program easements in the State of Minnesota. This acquisition process is being conducted in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. This procurement is set aside for small business. The primary North American Industrial Classification System Code (NAICS) is 541370, which has a size standard of $4 million in average receipts. This announcement constitutes the only notice. PROJECT INFORMATION: The government anticipates multiple awards of firm fixed price, indefinite delivery-indefinite quantity (IDIQ) contracts as a result of this competition. The initial contract period will be for one year and the government may, at its option, extend the contract to a maximum of five years by exercising each of the four one-year renewal options. Work under the contract will be subject to satisfactory negotiation of individual task orders. The price of any single task order shall be at least $1000 but shall not exceed $10,000. The maximum order amount for any contract period (base year and each option year) shall be $100,000. There is no guaranteed minimum for the base period or option periods if exercised. Task Orders will be negotiated as firm fixed-price procurements for individual or clusters of projects. DESCRIPTION OF WORK: The surveyor must be a licensed land surveyor in the state of Minnesota. The Surveyor will provide a Boundary Survey of the Wetlands Reserve Program (WRP) Easement Area which meets the minimum technical standards for land surveying as set forth in the 2005 Minimum Standard Detail Requirements for ALTA/ACSM Land Title Surveys. Table A with required components is Attachment C of this document. Projects could be anywhere in the state of Minnesota. However, the following counties currently have projects to be awarded: Becker, Clay, Douglas, Freeborn, Grant, Mahnomen, McLeod, Meeker, Otter Tail, Polk, Pope, Renville, Rice, Sibley, Stevens and Wilkin. Task orders will be more specific in terms of location, acreage, survey requirements, deliverables, etc. Work under each of these task orders will be subject to satisfactory price negotiation prior to issuance of a Notice to Proceed (NTP). Task orders will be awarded as firm fixed price procurements. Required Work Elements: The NRCS will not release payment for services until all requested documents and information are received as described below. GENERAL INSTRUCTIONS: The survey must use the North American Vertical Datum of 1988 (NAVD 88). Public road rights-of-ways will not be included in the easement area but may be used to describe easement boundaries. The local NRCS field office will supply posts and signs for permanent markers and attached signs. Monuments and witness posts shall be installed by the surveyor at the time the survey is completed and prior to delivery of the plat of survey and legal description. Monuments and witness posts with signs shall be installed at each corner and at least every 500 feet along a tangent. Example: If cropland borders the easement, a sufficient number of markers will be installed to preclude encroachment. Witness posts and monuments are required at the intersection of property lines, rivers, lakes, or streams. Acceptable monuments are: 1. One-inch or larger diameter iron pipes; 2. 5/8 in. or larger diameter steel reinforcing bar or iron pins; 3. Four-inch square concrete posts with a center point; 4. Commercially manufactured iron or aluminum monuments; 5. Brass discs (or similar metal), set in durable material; 6. Drill holes in durable materials. Minimum length for all monuments is two feet or longer if required by code. All monuments will be set six inches below the ground surface and witnessed with a witness post. Acceptable witness posts are three-inch diameter treated wood or cedar posts. Minimum length shall be seventy-eight inches. A written description of the route of ingress/egress route to the WRP easement area will be drafted and labeled as, EXHIBIT B. The route of ingress and egress will be shown on the survey plat. The ingress/egress route does not need to be posted. PRE SURVEY MEETING A pre-survey meeting must be held prior to beginning the survey. 1. Contact the NRCS District Conservationist (DC) in the county where the land is located. 2. Arrange a meeting with the DC and the landowner to review the boundary of the proposed easement area indicated on the map attached to the Task Oder 3. Complete the Documentation of Pre-Survey Meeting form (Attachment A) and send it to the NRCS Technical Contact. NOTE: The boundary of the easement area MAY NOT BE CHANGED from what is indicated on the map attached to the Task Oder. If questions arise as to the location of the easement boundaries, contact the NRCS Technical Contact. POST SURVEY MEETING Contact the NRCS District Conservationist (DC) in the county where the land is and arrange a post-survey meeting with the DC and landowner. Complete the Documentation of the Post-Survey Meeting (Attachment B) and submit it to the NRCS Technical Contact. DELIVERABLES: The following deliverables must be submitted. Send the following hardcopies to the NRCS Technical Contact. _____3 copies of the Certificate of Survey no larger than 11 inch x 17 inch labeled Exhibit A-1. _____1 8 1/2 inch x 11 inch size copy of the Certificate of Survey, suitable for recording. _____4 copies of the legal description labeled EXHIBIT A that follow the format of the attached example. _____4 copies of the access description, labeled EXHIBIT B that follow the format of the attached example. Send the following hardcopies to the NRCS District Conservationist in the county where the land is located: _____1 copy of the Certificate of Survey no larger than 11 inch x 17 inch labeled Exhibit A-1. _____ 1 copy of the legal description labeled EXHIBIT A that follow the format of the attached example. _____1 copy of the access description, labeled EXHIBIT B that follow the format of the attached example. Send the following on a compact disk (CD) to the NRCS Technical Contact. _____All GIS/GPS information taken in the field and used to create the survey and legal descriptions. GIS information should include files that can be used in ArcGIS. The SF-330, Architect-Engineer Qualifications form, is NOT being requested. Qualification statements are limited to three (3) letterhead pages (8.5 x 11), single or double spaced, and printed front side only with a font size no smaller than 10pt. Demonstrated experience with similar types of projects in the State of Minnesota within the last 5 years. It may be necessary for the surveyor to qualify or expand upon the description of these items, e.g., in reference to Item 6, there may be a need for an interpretation of a restriction.
