Description
Notice of Intent In March 1999, contract number DE-AC02-99CH10888 was competitively awarded to Duke, Cogema, Stone & Webster, LLC, now known as Shaw AREVA MOX Services, LLC, for design, construction and operation of the Mixed Oxide Fuel Fabrication Facility (MOX) and Reactor Irradiation Services. The design of the facility is based on commercial facilities in France. The MOX facility provides a mechanism for the disposition of U.S. owned excess weapons-plutonium in accordance with national security requirements. The contract contains an option (Option 1) for the actual construction of the main MOX facility and all support facilities; cold start-up of the MOX facility; continued support of NRC licensing activities associated with the MOX facility and mission reactors, mission reactor modification; and procurement of fresh MOX fuel assembly shipping packages. This announcement provides notification of the National Nuclear Security Administration???s intent to exercise Option 1 to support the planned start of construction on August 1, 2007. The estimated value of the Option 1 work is in excess of $2.5 billion. Pursuant to FAR 6.302-1 and 41 U.S.C. 253(c)(1), the Department has determined that only one responsible source can satisfy the agency requirements. These activities are for the continued development and construction of a major system involving highly specialized equipment (some of which is proprietary technology). It is likely that award to any other source would result in substantial duplication of costs that are not expected to be recovered through competition, as well as, unacceptable schedule delays in fulfilling the agency???s requirements.
