- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), the National Institute for Occupational Safety and Health, ALOSH, Morgantown, WV, Field Studies Branch of the Division of Respiratory Disease Studies intends to issue a purchase order on a sole source basis to Environmental Microbiology Laboratory, 1150 Bayhill Drive, San Bruno, CA 94066-3004 for the procurement of analytical services for speciated culturable fungi, bacteria (gram positive, negative, broad spectrum, and three most predominant genus identification), Actinomycetes (total: room temperature, mesophilic, and thermophilic), speciated culturable mycobacteria, and allergens (Cat, dog, two types of dust mites, and cockroach allergens) analyses of floor dust samples within the scope of the Harford office building study, CT and bulk samples collected from heat pump drainage tube within the scope of the technical assistance to the State Buildings of Bennington, VT. NIOSH has an ongoing multi-year research program which includes investigations of building dampness, fungal contamination and respiratory health effects in office buildings and schools, for which we need to compare results across individual studies. Environmental Microbiology Laboratory has previously analyzed samples collected for studies within this program. Culturable fungi bacterial analyses have a high degree of potential variability due to a number of factors, including culture techniques, as well as enumeration and identification techniques. Differences in laboratory protocols and procedures could lead to potentially significant differences in fungal and bacterial species identification and quantification, which may affect the validity of comparison across studies. Therefore, we feel it is very important that we keep the same laboratory (Environmental Microbiological Laboratory) to obtain comparable results using consistent methods across individual studies within the program. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice their capabilities statement and supporting information in the format they choose, not to exceed 10 pages. Information received in response to this notice will be used solely for the purpose of determining whether to conduct a competitive procurement. All vendors must be registered in the Central Contractor Registry (CCR) prior to award of a federal contract. Vendors may register at www.ccr.gov. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Environmental Microbiology Laboratory as the only source and a purchase order will be issued without any additional notices being posted.
