- The Food and Drug Administration is seeking small business sources to provide consulting services collaborate for a research program entitled, ?Development of cell based essays for characterization and efficacy evaluation of anthrax vaccines?. This is a REQUEST FOR QUOTATION (RFQ). This announcement constitutes the only solicitation and a written solicitation will not be issued. The research program involves development, refinement, and optimization of analytical methods used for evaluation of immunogencity of anthrax vaccines, as well as the characterization of the immune response to anthrax vaccines. The contractor shall perform specific tasks agreed upon in consulation with, and approved by the FDA. These tasks include: 1) provide expert opinion on strategies for development of analytical methods used for evaluation of the immune response to anthrax vaccines in both animals and humans, interpretation of immunoassay results, and reporting of immunoassay results, 2) review and critique research protocols and research output, 3) participate in laboratory research meetings that are normally held on a weekly basis and provide critical evaluation of ongoing research projects as well as guidance for future experimental designs and approaches, 4) critique, devise, and/or improve upon analytical methods used for evaluation of immunoassay response curves to anthrax vaccines, 5) participate in drafting, review and editing of reports, abstracts, manuscripts, and presentations describing the research progress and results, 6) perform other related activities as requested by the Principal Investigator (Program Officer) for the research program. These activities include, devising novel methodologies, planning experimental approaches, generating data, conducting data analyses, and interpreting data that furthers the development, refinement, and optimization of analytical methods used for evaluation of immunogenicity of Anthrax vaccines. Deliverables include quarterly reports documenting above activities as well as a copy of any report, abstract, manuscript, or presentation that originates from the above activities, results or conclusions. The FDA estimates 200 hours to complete the project, the government estimates a one year period of performance. REQUEST FOR QUOTE (RFQ) any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services, which will be considered if received by the fifteenth (15th) calendar day following the appearance of this announcement. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. All responses or questions regarding this posting must be in writing and can be sent via email to joseph.pishioneri@fda.gov. No phone calls will be accepted. An award will be made in fifteen (15) calendar days from the date of this notice. This sole source procurement will be awarded as a simplified acquisition for commercial items in accordance with FAR Subpart 13.5.
