Description
Acquisition Management System Market Survey This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.3.12. This market survey requests vendor capability information for planning purposes only, and is not a request for offers or proposals. The FAA is planning an acquisition for an independent review of the FAA Acquisition Management System (AMS). The AMS spans all lifecycle management policy and guidance for defining, analyzing, implementing, deploying, and disposing FAA systems, services, and facilities. Focus of this planned requirement involves reviewing AMS in terms of effectiveness of processes and governance, streamlining opportunities, use of best practices, Government trends in lifecycle management, and external recommendations related to AMS. Outputs of this planned requirement entail developing an appropriate review methodology; defining, collecting and analyzing data; and summarizing the analytical results in a report. The planned period of performance will be less than five months. The purpose of this market survey is to solicit statements of interest and capabilities from vendors. At this time, the nature of the competition has not been determined. This market survey is being conducted to obtain the information necessary to assist the FAA in its determination as to whether adequate competition exists to set-aside the acquisition. The North American Industry Classification (NAICS) code is 541611, Business Management Consulting Services, with a size standard of $6.5 million. Attached is the DRAFT Statement of Work for AMS Assessment. Respondents are encouraged to review the DRAFT Statement of Work and provide comments. To develop an appropriate procurement strategy, FAA is seeking information about vendors' interest and capabilities. Interested vendors must provide a brief (no more than 3 page) capability statement or statement of interest describing: Experience assessing Government processes and organizations Complexity, number, and completion dates of past assessments Expertise with business process reengineering Understanding of FAA's organization Understanding of AMS Additionally, interested vendors must submit a completed Business Declaration form. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. This is not a request for competitive proposals and will not result in a contract award. Since this a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exits and vendors should not request a copy of a solicitation. The FAA is not seeking or accepting unsolicited proposals. FAA will not accept telephone inquiries. To ensure full consideration, FAA must receive all responses to this market survey by 3:00 pm, June 20, 2007. Vendors must submit responses by email to sarah.scott@faa.gov.
