Description
1. The Aeronautical Systems Center (ASC) is soliciting information to identify possible sources to provide a tactical headset. This system is part of the broader Battlefield Air Operations Human Machine Interface (BAO/HMI) program. The purpose of the BAO/HMI program is to upgrade the current suite of the Battlefield Airmen in five (5) different areas ? communications, computers, human input/output (human I/O), power generation and management, and software. This specific requirement is part of the human I/O section of this program. This Request for Information (RFI) is issued for informational purposes only and does not constitute a solicitation or commit the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated. 2. Respondents to this RFI should describe their ability to meet and/or exceed the following requirements: a. Tactical headset should be compatible with currently fielded radios (PRC-117F, PRC-148 (MBITR). b. Tactical headset shall plug in and operate two radios and a CF-18 (or CF-19) Toughbook (laptop) computer at the same time. c. Tactical headset may operate between two different fielded radios simultaneously (e.g. PRC 117F and PRC 148 (MBITR)). d. Tactical headset shall not emit noise, smell, RF signature, and interference when operating that could compromise location when sensed by humans. e. Tactical headset cabling should not tangle user and hinder operations. f. Tactical headset shall operate off of individual power source The preferred method is to operate in conjunction with a battery management system and laptop as a backup/rechargeable source. g. Tactical headset shall protect user?s auditory functions from ballistic hazards and high and impulse noise, including signature reduction properties. h. Tactical headset should allow for localization to a <30 degrees of error on all axes in all conditions with better performance in stable/low ambient noise environments. i. Tactical headset shall incorporate Push-To-Talk options which are easily programmable to user?s needs. j. Tactical headset should allow for twelve (12) continuous hours of wear by user without causing undue comfort issues. k. Tactical headset shall allow user to effectively communicate without degrading the performance of radios in a high noise environment, such as a loud vehicle or exposure to helicopter or transport platforms? noise for twelve (12) hours. l. Tactical headset shall have adjustable volume and tone controls to accommodate user. m. Tactical headset shall be reliable and function for a minimum of one (1) year. n. Tactical headset shall not interfere or fail when operating in close proximity to tactical equipment and sensor systems. o. Tactical headset shall include a whisper mode setting for low noise environments. p. Tactical headset shall be able to operate reliably in the global environment, including three (3) foot submersion in the maritime environment. q. Tactical headset must weigh no more than one (1) pound. r. Tactical headset must be ready for production and delivery within sixty (60) days of contract award. 3. It is desirable, but not required that responses be submitted on CD-ROM in an electronic format that is compatible with Microsoft Windows/Office with no macros. Two (2) copies of the CD submittals should be submitted as set forth in paragraph 4. If the CD contains proprietary/competition sensitive material, the CD and cover label should be marked ?Proprietary/Competition Sensitive Information?. Two (2) paper copies should be submitted as set forth in paragraph 4. Paper copies must be clearly labeled ?Proprietary/Competition Sensitive Information? on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/Competition sensitive information will be protected from disclosure. E-mail copies of the paper submittal will be accepted. 4. Responses shall be received no later than 29 June 2007.
