Description
1. The Aeronautical Systems Center (ASC) is soliciting information to identify possible sources to provide a head mounted display (HMD) system. This system is part of the broader Battlefield Air Operations Human Machine Interface (BAO/HMI) program. The purpose of the BAO/HMI program is to upgrade the current suite of the Battlefield Airmen in five (5) different areas -- communications, computers, human input/output (human I/O), power generation and management, and software. This specific requirement is part of the human I/O section of this program. This Request for Information (RFI) is issued for informational purposes only and does not constitute a solicitation or commit the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated. 2. Respondents to this RFI should describe their ability to meet and/or exceed the following objectives: a. HMD, while in operation, shall not compromise the user due to system sight, noise, and smell. b. HMD shall not obstruct the user's outside vision, allowing for situational awareness at all times. c. HMD shall not weight the head down or cause fatigue to the operator. d. HMD display shall be full color, must be readable during the day in varying sunlight conditions, and should reduce the light signature at night to < fifty (50) meters (less preferred) with the unaided human eye. e. HMD shall provide user the ability to input, control, and output data from and to computing and sensor systems. f. HMD shall protect the user's eyes from loss of visual performance. g. HMD shall allow the user the ability to see text, DTED, images, map, overlays, blast effects, and video display data from sensors in full color while running applications. h. HMD shall provide left/right eye mounts and give the appearance of a 15-inch color screen at arm's length, with the ability to adjust the overall system to the user's specific needs. i. HMD cabling shall not tangle user and hinder operations. j. HMD shall be reliable and function for a minimum of one (1) year. k. HMD shall allow for continuous wear without causing undue hotspots or other severe discomfort for twelve (12) continuous hours. l. HMD shall allow the user to select on/off, dim/bright, left/right eye screen rotation, and mouse control. m. HMD should run on minimal power, so as to not be a drain on the entire system. n. HMD should minimize movement, such as bouncing around, when used in a marching or walking environment. o. HMD shall be able to operate reliably in the global environment, including three (3) feet submersion in the maritime environment. p. HMD must weigh no more than one (1) pound. q. HMD must be ready for production and delivery within sixty (60) days of contract award. 3. It is desirable, but not required that responses be submitted on CD-ROM in an electronic format that is compatible with Microsoft Windows/Office with no macros. Two (2) copies of the CD submittals should be submitted as set forth in paragraph 4. If the CD contains proprietary/competition sensitive material, the CD and cover label should be marked "Proprietary/Competition Sensitive Information". Two (2) paper copies should be submitted as set forth in paragraph 4. Paper copies must be clearly labeled "Proprietary/Competition Sensitive Information" on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/Competition sensitive information will be protected from disclosure. E-mail copies of the paper submittal will be accepted. 4. Responses must be received no later than 29 June 2007. Both copies of the CD and paper (e-mail) submittals should be sent to 670 AESS/PK, Nancy Leggett, (Com: 937-255-1696, e-mail: Nancy.Leggett@wpafb.af.mil), Bldg 46, 1895 Fifth Street, WPAFB OH 45433-7200. Any technical questions should be directed to Lt Peter Dowling, (Com: 937-255-9794, e-mail: Peter.Dowling@wpafb.af.mil).
