Description

Reference Numbered Note 22. The U.S. Army RDECOM Acquisition Center, Aberdeen Proving Ground, MD, intends to negotiate a sole source contract with Smiths Detection, 2202 Lakeside Blvd, Edgewood, MD 21040 for the award of a Low Rate Initial Productio n (LRIP) contract for 6,000 M4 JCADs, 320 M4 communications adapters, and 320 Joint Chemical Agent Detector (JCAD) platform interface kits. A firm-fixed price production contract will be awarded. The JCAD Single Acquisition Management Plan (SAMP) document s the JCAD Acquisition Strategy for the JCAD evolutionary program plan. The JCAD SAMP was approved September 12, 2005 by Mr. Kenneth Krieg, the Under Secretary of Defense for Acquisition, Technology and Logistics. The award of this LRIP contract by other than full and open competition is in accordance with the Contract Strategy paragraph of the approved SAMP. Smiths Detection is the only source that can produce and deliver the supplies without substantial duplication of costs to the Government. A sources -sought market survey in April 2004 identified commercial systems that claimed to demonstrate potential to meet the performance requirements of JCAD Increment 1. The government procured test items from each of the contractors for PQT. Upon conclusion of the PQT, the government determined that only the Smiths Detection version met the performance requirements of JCAD Increment 1.
