- This procurement is unrestricted. On or about 1 July 2007, the U.S. Air Force (with the advisory assistance through the U.S. Army Corps of Engineers, Baltimore District) seeks to competitively select a private developer to lease, develop, maintain and manage a mixed-use community on the Selfridge Air National Guard Base (Selfridge ANG Base) under the Enhanced Use Leasing process. The source selection will be a two-step process of Notice of Intent to Lease, then direct negotiations with the select ed Developer. In addition to development, the selected contractor will operate and maintain the facilities and provide in-kind consideration to the USAF equal to the fair market value of the leased assets. Likely development includes, but is not limited to a mixed-use development including the following: " Office and research and development (R&D) buildings; " Active adult community rental housing targeted to military retirees. In conjunction with this community, selected secured recreational uses including a marina with storage/services and commercial operation of the existing golf course; " Warehouse and light industrial uses; and " Option to renovate and expand Lufbery Hall. The project includes three zones, totaling approximately 500 acres of developable land: Zone 1 totals approximately 103 gross acres and is currently improved with older housing and administrative buildings. Zone 2 totals 369 acres, of which approximately 175 acres are improved with an existing 18-hole golf course. It is the desire of the base to have the golf course remain and be managed and operated under this EUL, leaving approximately 194 acres available for development. Zone 3 totals approximately 1 99 acres and includes improved storage buildings and outdoor storage areas. A series of questions and answers from the 26 June 2007 Industry Forum conference will be posted by close of business 30 June 2007, at the following location: http://eul.usace.army.mil/selfridge/. The solicitation will be issued on the project website abo ve. Plans and specifications will not be available in paper format. Site Visit: The Industry Forum and site tour will be held on 26 June 2007 starting promptly at 8:30 AM (registration) and 10:00 AM (presentations) at Macomb Community College University Center, Assembly Hall (44575 Garfield Road, Clinton Township, MI 4803 8-1139). Technical and administrative personnel will be on hand to discuss the project requirements. Prospective Offerors are requested to submit written questions that they would like addressed at the conference to reach the contracting officer not later than close of business, Wednesday, 20 June 2007, specifying the section, paragraph and drawing of the RFP for which clarification is desired. Offerors are encouraged to submit all questions electronically. However, questions which cannot be submitted in time to reach the contracting office on or before close of business 20 June 2007 may be submitted at the Industry Forum. The government reserves the right not to entertain and/or respond to any technical questions verbally presented at the pre-proposal conference and site visit. All questions must be submitted in writing. The last date to submit questions concerning the request for proposals is 14 August 2007. Proposals will be due on 17 August 2007.
