Contractual Questions: Lynne Roahrig, Contract Specialist, (912) 652-5293 or lynne.e.roahrig@sas02.usace.army.mil TECHNICAL MATTERS: Technical inquiries are to be submitted via Bidder Inquiry in ProjNet at www.projnet.org\projnet The contract will be Firm Fixed Price. The project will be solicited and procured as a one-phase design build Request for Proposal (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 36.3. The Government anticipates the documents will be i ssued on or about 16 Jul 07. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data o btained from other sources, the burden of proof of acceptability rests with the Offeror. Options may be included. Network Analysis will be required. The anticipated cost range is $5,000,000 to $10,000,000. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988 (Public Law 100-656). The HubZone Price Evaluation Preference will be applied. Contractors must register in the Central Contractor Registration (CCR) at www.ccr.gov. After completing CCR, in order to download specifications and drawings contractors and their subcontractors must register at Federal Technical Data System (FedTeDS) at www.fedteds.gov. In order to locate the solicitation, Contractors can go to FedBizOpps and search for the solicitation number at www.fedbizopps.gov. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. Description of work: This solicitation is for the design, permitting, site preparation and the repair and modification of existing Building 399 in sections B, C and D; floors 1, 2, 3, and 4 for updated use as sleeping quarters with administration and supp ort space. The project area for this work is approximately 120,900 gross square feet. This work shall include but not be limited to complete design and all materials, labor, supervision, support services, equipment and tools required for the following cons truction: 1. Temporary utilities for use at the existing on site, 2. Site office, storage structures and support facilities, 3. Selective demolition to include abatement and remediation all hazardous materials to include but not limited to lead base pa int, bat and bird excrement and carcass, asbestos floor tile and pipe insulation, mercury lamps and transformers and ballasts, and 4. Repair brick work, repair and replace stairs, replace interior doors complete with frames and hardware, replace windows a nd provide and install furnishings, modify and repair existing partitions, walls, floors, ceilings; repair and/or replace toilets, replace HVAC systems and electrical systems, provide and install fire suppression system, telephone and communication systems (as coordinated with DOIM), all to make the building a complete and useable facility for sleeping quarters. Relative Importance of Factors: Price is slightly less important than all technical factors when combined. All Technical Factors are equal in importance to each other. Technical Factors: Factor 1: Corporate Relevant Specialized Experience, Factor 2: Past Performance, Factor 3: Technical Approach Narrative, and Factor 4: Proposed contract duration.
