Description
The Bureau of Reclamation's (Reclamation) Lower Colorado Regional Office has a requirement for a commercial laboratory to analyze water samples for a period of one year, with annual options to extend the term up to four additional years. The first set of samples to be analyzed will be collected and sent in August 2007. Under the Colorado River Basin Salinity Control Act of 1974, Public Law 93-320, Reclamation is authorized to enhance and protect the quality of water in the Colorado River and its tributaries. The Colorado River Water Quality Improvement Program (CRWQIP) receives funding for ongoing monitoring of the river by personnel in the LCRO Planning and Program Management group. Monitoring projects in the CRWQIP include quarterly collection of water samples from the Las Vegas Wash and Lake Mead; annual collection of Palo Verde Irrigation District agricultural drain water samples; and biannual collection of water samples from sites along the lower Colorado River downstream of Hoover Dam, known as the Lower Colorado River Contaminant Monitoring Program. This is a combined Synopsis/Solicitation for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. However, Request for Quotation (RFQ) 07SQ303152 will be issued simultaneously with this announcement to facilitate receipt of electronic quotes. This RFQ is issued under the Simplified Acquisition Procedures (SAP) and is 100% set aside for small business. The NAICS code is 541380 Testing Laboratories, with a size standard of $11M. The RFQ contains the following: a description of the requirement including the estimated quantities, and all applicable clauses and provisions. The Service Contract Act applies to this acquisition and therefore applicable service contract wage rates also apply. Vendors are required to ensure they are paying the minimum required rates. The applicable wage rate will be incorporated into the resulting contract award. Quotes are due July 06, 2007 by 4:00 p.m. local time and may be submitted electronically, by fax, or by mail to: Bureau of Reclamation, Lower Colorado Region, Contracting Office (LC-3110), P.O.
