Description
The National Park Service is seeking a contractor to remove and treat Chinese privet within three units of the Chattahoochee River National Recreation Area in Atlanta, Georgia, along the Chattahoochee River. Chinese Privet (Ligustrum sinense) reduces biodiversity, displaces native plants, alters landscapes, and threatens the ecological integrity of the park. Chinese privet has an affinity for floodplains and inhabits at varying levels of density approximately 750 acres within the park. The purpose of this project is to remove and treat a total of 80 acres of Chinese privet within approximately 200 acres of park land. The work shall commence on December 1, 2007 and be concluded no later than February 29, 2008. Work during these months will minimize the incidental killing of native plants, since Chinese privet retains its green foliage while most other native plants have lost their leaves. The contractor will be required to remove privet by either hand cutting or by pulling the plant and roots. When this is not practical, the work may be performed with gasoline powered brush cutters and chainsaws. Any other method of mechanical treatment requires prior approval of the Contracting Officer. Debris generated by this project will either be properly disposed of off of park lands or chipped and spread on-site. The estimated magnitude of this project is $150,000 to $200,000. This procurement is a total small business set-aside being conducted as a Request for Proposals, utilizing the Lowest Cost/Technically Acceptable method outlined in FAR 15.101-2. The applicable NAICS code is 115310 with an associated size standard of $6.5 million. This notice is not the solicitation. The solicitation package will be available on or about June 27, 2007 and will be issued as an RFP electronically on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of the solicitation will not be made available. The Standard Form 33 is available at the website by clicking on the "printer friendly form" link.
