- The Naval Air Systems Command intends to place a cost plus fixed fee order under an existing Basic Ordering Agreement, N00019-05-G-0026 with McDonnell Douglas Corporation ( A Wholly Owned Subsidiary of the Boeing Company, P.O Box 516 St. Louis Missouri 63166) for the procurement of a Service Life Assessment Program (SLAP) for the F/A-18E/F series of aircraft on a sole source basis. The SLAP effort provides an assessment of fatigue life against SLAP goals for structure affected by flight for maneuver, catapults, arrestments and landings, etc. based on actual Fleet usage. The USN has defined a need to fly the F/A-18E/F beyond the original 6000 hour service life. A significant portion of the airframe is believed to have additional inherent capability and a life extension may be possible for many portions of the airframe. The service life may also be extended where needed by performing inspections or retrofit/replacement of parts. The activities will be conducted at various off-site detachments. McDonnell Douglas is the sole designer, developer, manufacturer and integrator of the F/A-18 aircraft in its various configurations and is the only known source with the expertise, resources, intricate knowledge and data for the aircraft and its systems necessary to accomplish this effort. Any interested party must have the approved facility(ies) and personnel clearances necessary and also demonstrate its ability to obtain any required clearances in time to meet the schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate its ability to perform to the Government's needs within the required response time.
