Description
This procurement is being solicited as "UNRESTRICTED" with the intent to award a Firm-Fixed Price Design/Build contract for a Golf Clubhouse at the U.S. Naval Air Facility, Atsugi, Japan. The Golf Clubhouse shall include a comprehensive design and construction for golf clubhouse building, landscaping, patron?s vehicle access, pedestrian access, parking, cart path, cart staging area, putting green, water, sanitary sewer, storm drainage, electricity, communications, plumbing, HVAC, fire protection, transformer, exterior lighting, interior lighting, power outlet, electric power distribution for the building, Local Area Network (LAN), Point of Sales System (POS), Kitchen Display System (KDS), Cable Television (CATV), Closed Circuit Television (CCTV), Public Address (PA), Intercom, telephone and commercial wired Background Music (BGM) and Intrusion Detection System (IDS). The project provides for a complete and usable facility. The existing golf clubhouse was originally built over 50 years ago and has significant mechanical, electrical and structural issues. The layout of the clubhouse is extremely inefficient and few of the spaces meet the needs of the activity. The building has outlived its useful life. The golf course clubhouse is an essential component of the golf course. Design facility such as MIL-HDBK, NFPA 101, UBC, UFAS are some of the applicable provisions. This requirement is a design to budget contract with an overall contract duration of 570 calendar days including the mailing period after the date of award. The budget includes the cost to construct the contractor designed facility. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price and technical evaluation factors. The Government intends to issue the RFP on the WEB only. The Request for Proposal (RFP) for step-one will be issued on or about 29 June 2007, with a proposal due date of 30 July 2007. The entire solicitation, including plans and specifications, will be available for viewing and downloading at http://esol.navfac.navy.mil Prospective offerors must register on the web site. This will be the only method of distributing amendments, if any were issued. It is also the only method of maintaining and obtaining a planholders list. An official planholders list will not be manually maintained.
