Description
Acquisition of performance-based (IAW DFARS 237) educational support services for the continuous evaluation, design, development, education, and training of United States Department of Defense and its Allied Force(s) civilian and military members in joint, national and collective security, counter terrorism operations/defense, and the full spectrum of contingency operations. Specifically, this effort requires professional contractor services to provide timely support, generating a cohesive and professional approach to civil-military education and training programs, conducted by the Center for Civil-Military Relations (CCMR) at the Naval Postgraduate School, in stability and reconstruction operations, humanitarian assistance/disaster relief, global peace operations, combating terrorism, homeland defense, countering ideological support for terrorism, ungoverned spaces, hazard management, defense acquisition resources management, senior executive and leader training, de fense transformation and restructuring, capabilities-based strategic planning, strategic communications, national security policy and strategy assistance, defense institution building, defense personnel management, public affairs, intelligence, pre-deployment training to Defense personnel and other groups participating in the inter-agency process. The intent is to award a single indefinite delivery indefinite quantity (IDIQ) contract with firm fixed price, time and materials, or cost reimbursable task order provisions. This will be a full and open, unrestricted competition. NAICS 611710 applies to this requirement. For informational purposes only, the small business size standard for NAICS 611710 is $6.5 million. Since this will be an unrestricted solicitation, the following minimum small business subcontracting goals shall apply to large business offerors: 23% small business, 5% woman owned small business, 5% small disadvantaged small business, 3% veteran owned small business, 3% service disabled veteran owned small business, and 3% HUB Zone. The solicitation will be released on or about 22 June 2007 with proposals due on or about 24 July 2007. The contract award will made using best value source selection procedures under FAR Part 15. A Contract Security Classification Specification (DD Form 254) has been prepared for this requirement and will be part of the solicitation.
