Description
This announcement constitutes the only solicitation; proposals are requested. A written solicitation will not be issued. Combined Synopsis/Solicitation number SOL070000070 is a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. This is an unrestricted acquisition. This is a Full and Open Competition. The NAICS/Small Business Size standard is 492210/$23.5M. This acquisition will result in a Firm Fixed-Price (FFP)/EPA contract with a base year and two option periods, utilizing simplified commercial acquisition procedures under full and open competition. This combined synopsis/solicitation incorporates in full force Wage Determination Rate (WDR) 2005-2103 REV (2) dated 11/07/2006. No changes to the contract are authorized unless issued by a Government Contracting Officer. The requirement is for daily courier service between the Office of Personnel Management (OPM) Federal Investigation Service Division (FISD) located in Boyers, PA, OPM Fort Meade, MD facilities, and with additional service to Washington, DC upon request. 1. INTRODUCTION AND OVERVIEW: The Federal Investigative Service Division (FISD) is a department under the OPM. The FISD is responsible for conducting background investigations on employees of the Federal Government. A steady stream of documentary correspondence between FISD Boyers, PA, and FISD Ft George Meade, MD (and on occasion OPM FISD Washington, DC) is essential in maintaining the smooth running operations of all facilities. Secure and expeditious courier service between facilities is vital for FISDs overall mission of National Security. The contractor shall provide dependable, secure, accountable and timely courier service as identified by each Contract Line Item Number (CLIN) as listed (See * NOTE 3 for Pricing Table). 2. PERIOD OF PERFORMANCE/PRODUCT DESCRIPTIONS BASE YEAR: AUGUST 1, 2007 to JULY 31, 2008 The contractor will provide A DEDICATED VEHICLE (S) for delivers between all the following locations: CLIN 0001 ROUND TRIP SERVICE between OPM (FISD) Personnel Investigations Center, 601 Tenth Street, Suite 200, Ft. Meade, MD 20755 AND OPM (FISD) 1137 Branchton Road, Boyers, PA 16018 AND OPM (FISD) Personnel Investigations Center, 601 Tenth Street, Suite 200, Ft. Meade, MD 2075 OR CLIN 0002 ROUND TRIP SERVICE between OPM (FISD) 1137 Branchton Road, Boyers, PA 16018 AND OPM (FISD) Personnel Investigations Center, 601 Tenth Street, Suite 200, Ft. Meade, MD 20755 AND OPM (FISD) 1137 Branchton Road, Boyers, PA 16018 The contractor will be performing approximately 250 round trips for this base period. The Contractor will have the option to either start at Ft. Meade or Boyers locations. CLIN 0001 and 0002 are the same service but different starting point. If the contractor chooses to start in Boyers, PA it will end in Boyers, PA for one complete daily round trip service. If the contractor chooses to start in Ft. Meade, MD it will end in Ft. Meade, MD for one complete daily round trip service. See ATTACHMENT A TIME TABLE 1 & 2 for facility pickup/drop off times. This service will be provided every weekday, except the 10 federal holidays (See OPM-1, ON-SITE WORKING CONDITIONS), unexpected facility closings and weekends for the remained of the base year. There may be situations when OPM will need the contractor to perform deliveries on weekends, holidays, or times other than normal hours of operation. OPM will notify the contractor in advance of these requests. CLIN 0003 UPON REQUEST ONLY between: OPM (FISD), Personnel Investigations Center, 601 Tenth St. Suite 200, Ft Meade, MD 20755 AND OPM (FISD), 1900 E. St. NW Room 2H31, Washington, D.C. 20415-4000 AND OPM (FISD), Personnel Investigations Center, 601 Tenth St. Suite 200, Ft Meade, MD 20755 This service will be provided UPON REQUEST ONLY. It is not known at this time when this service will be utilized but when the service is needed the Contract Officer Representative (COR) identified in the contract will notify the contractor. This CLIN will be utilized in conjunction with either CLIN 0001 or CLIN 0002. The contractor will invoice CLIN 0003 along with either CLIN 0002 or CLIN 0001 for this day. THE CONTRACTOR MUST PROVIDE 2 COURIER VANS FOR THIS REQUEST TO COMPLETE EITHER CLIN 0001 OR CLIN 0002 AND CLIN 0003 FOR THAT DAY. St. NW Room 2H31, Washington, D.C. 20415-4000 AND OPM (FISD), Personnel Investigations Center, 601 Tenth St. Suite 200, Ft Meade, MD 20755 This service will be provided UPON REQUEST ONLY. It is not known at this time when this service will be utilized but when the service is needed the Contract Officer Representative (COR) identified in the contract will notify the contractor. This CLIN will be utilized in conjunction with either CLIN 0001 or CLIN 0002. The contractor will invoice CLIN 0003 along with either CLIN 0002 or CLIN 0001 for this day. THE CONTRACTOR MUST PROVIDE 2 COURIER VANS FOR THIS REQUEST TO COMPLETE EITHER CLIN 1001 OR CLIN 1002 AND CLIN 1003 FOR THAT DAY. MILES PER GALLON (MPG) * NOTE 1 - Contractor shall submit mileage for each route. The mileage of each route multiplied by the number of trips completed, divided by the MPG, will determine the quantity of fuel subject to any EPA. The US Department of Energy field index for the Central Atlantic Region will be utilized in calculating an EPA. The website is: http://tonto.eia.doe.gov/oog/info/gdu/gasdiesel .asp The prevailing fuel index on the date of award shall be the initial index. EPAs will be calculated and processed quarterly, with the prevailing fuel index at the end of the quarter being used to calculate the index at the beginning of the subject quarter. The calculation could result in increases or decreases in the price adjustment for fuel. OPM will compensate the contractor for any calculated increases in fuel costs and the contractor would either, at OPMs discretion, pay OPM or issue a credit to OPM for any decreases in fuel costs. The Contracting Officer will make the final determination of which method of consideration the contractor will provide OPM for decreased fuel adjustments. FUEL: DIESEL/GASOLINE * NOTE 2 - The contractor must indicate what fuel will be used under the contract. * NOTE 3 - USE Pricing Tables Attachment B 3. PRODUCT DESCRIPTION (Boyers/Ft. Meade): For CLIN 0001-0002, CLIN 1001-1002, AND CLIN 2001-2002, the contractor will pickup and deliver to each location (Boyers PA and Ft Meade MD facilities) DAILY (business days). The contractor shall accomplish deliveries within the confines of the normal working hours of these facilities. Also see ATTACHMENT A TIME TABLES 1 & 2 for pick and drop off times. The contractor will use its discretion on the best feasible primary routes between facilities for on time deliveries and pickups. THE CONTRACTOR MUST SUBMIT IN THEIR PROPOSAL HOW MANY VEHICLES WILL BE USED UNDER THE BOYERS/FT MEADE SERVICE ALONG WITH THE PRIMARY ROUTES BEING USED UNDER THIS PRODUCT DESCRIPTION. THE PRIMARY ROUTES WILL BE SUBJECT FOR APPROVAL BY OPM OFFICIALS. In the near future, the possibility for other facility delivers within a 2-mile radius of Ft. Meade MD area could be required. At this time, OPM is unable to identify the facility but will notify the contractor of the changing requirements. OPM would negotiate a new CLIN, if and when, it is determined the additional route will be needed. The usual freight between FISD Ft. Meade and Boyers would be approx. (35) footlocker type trunks which are roughly (3) cubic feet each, locked, weighing approx. (40) pounds, but could be as much as (100) pounds each. The contents of the locker type trucks would consist of case material, paper, magnetic tape, equipment, etc. Some freight from the FISD may also be in sealed boxes. It is anticipated that most cargo will be in lockboxes and the use of equipment to load and unload will not be necessary. If cargo may be too oversized/overweight, the contractor will be notified by the COR, in advance, so that the proper equipment will be utilized. All equipment used for oversized/ overweight freight will be provided for the contractor at each OPM facility. Furthermore, changes due to technology may have an impact on the number of lockboxes or sealed boxes being shipped between OPM facilities in the near future. OPM may seek an equable adjustment for reduction in material. The contractor shall have A DEDICATED VEHICLE (s) for these deliveries and shall not pickup/drop off other agencies or companies material while possessing and/or delivering OPM material. 4. PRODUCT DESCRIPTION (Ft Meade/Washington DC): For CLIN 0003, 1003, and 2003 these CLINS will be UPON REQUEST ONLY SERVICE ordered via task order. The COR identified in the contract will notify the contractor of the request in advance. If OPM needs deliveries made on demand OPM will notify the contractor, in which OPM has sole discretion on the starting point. The contractor shall accomplish deliveries within the confines of the normal working hours of these facilities. The contractor will use its discretion on the best feasible routes between facilities for on time deliveries and pickups. The contractor must submit in their proposal how many vehicles will be used under the Ft. Meade/DC service along with the primary routes being used for this product description. In addition, when UPON REQUEST SERVICE is requested, there must be sufficient vehicles used for that day to complete both Ft Meade/Boyers and Ft Meade/DC runs. It is not known at this time what the anticipated amount of freight will be delivered between Ft. Meade/DC. The contractor will be notified in advance of the approximate number of sealed boxes or lockboxes. It is anticipated that most cargo will be in lockboxes and the use of equipment to load and unload will not be necessary. If cargo may be too oversized/ overweight, the contractor will be notified by the COR, in advance, so that the proper equipment will be utilized. All equipment used for oversized/overweight freight will be provided for the contractor at each OPM facility. The contractor shall not pickup/drop off other agencies or companies material while possessing OPM material. The contractor will invoice for these CLINS via task order. 5. IMPLEMENTATION/START UP PLAN The proposal shall include a plan to fully implement while showing the ability to prove responsibility from the start and throughout the life of the agreement. 6. ORGANIZATION/MANAGEMENT PLAN The proposal must demonstrate a plan to ensure compliance with the requirements of the SOW, a plan for adaptation to changes, a plan for an efficient workflow, a plan for personnel incentives and actions, a plan for communication, and the organization structure designed to complete the mission. 7. KEY PERSONNEL/CORPORATE EXPERIENCE Offerors shall provide current resumes for all key personnel assigned to work on this contract. The resumes must have been updated within three (3) months of the proposal submission date. The offeror must also include the subject identifiers, clearance level, date of last background investigation, type of investigation, and who conducted the investigation for each Contractor personnel assigned to the OPM contract. The proposal shall include corporate experience related to courier delivery. 8. SECURITY REQUIREMENTS OF CONTRACTOR PERSONNEL/INSURANCE OPM is responsible for the protection for all investigative materials received, distributed, or retained by the Federal Investigative Service Division (FISD). To ensure fulfillment of this responsibility, OPM requires their Contractors to adhere to all policies and procedures specified in the OPM-FISD Security Manual and the National Industrial Security Program Operating Manual (NISPOM). As specified in the NISPOM, contractors must also be compliant with our security agency s requirements, currently the Department of Energy, including the Foreign Ownership, Control, or influence requirements for companies handling national security work. The Contractor must be in complete compliance with all security requirements prior to starting work under this contract and must maintain compliance throughout the life of the contract. OPM will review appropriate documentation to determine compliance. All contractor employees working under this contract must be citizens of the United States of America, cannot hold dual citizenship, and must have a completed, current investigation that qualifies them for a clearance at the secret level. The investigation must be adjudicated favorably by the OPM-FISD Security Officer prior to the contractor employee working under this contract. OPM may require the contractor to remove individuals from work on this contract, at any time, as a result of individual security violations, traffic violations, and misconduct. In addition, all contractor personnel must report any charge related to a misdemeanor, felony, bankruptcy, etc to the OPM security office during the life on this contract. If at any time during contract performance it is determined that the contractor is not in full compliance with the security requirements of this contract, the Government may immediately suspend or revoke performance under this contract. Any work suspension resulting from a security lapse will not be subject to reasonable adjustments and all costs incurred will be borne by the contractor. The contractor assumes responsibility for all damage or injury to persons or property occasioned through the use, maintenance, and operation of the contractor s vehicles or other equipment by, or the action of, the contractor or the contractor s employees and agents. The government shall in no way be liable for the contractor s action under this contract. The contractor, at the contractor s expense, shall maintain adequate public liability and property damage insurance during the continuance of this contract, insuring the contractor against all claims for injury or damage. The cost of repairing any property damage caused by the contractor will be deducted from the contractor s invoice; it will be the contractor s responsibility to file claims with its own policy holder. (Noncompliance with the terms and conditions of this requirement will render the contractor/proposal as non-responsive.) 9. MONTHLY REPORTS/PERFORMANCE: The contractor will submit monthly reports on performance under this contract. The contractor must report the following areas in word document format that can be easily readable: -All delays preventing on-time deliveries -All issues of unsecured handling of material -All accidents or breakdowns preventing on-time deliveries -All issues of contractor employee misconduct -Any potential changes (personnel, vehicles etc.) The contractor deliveries must be at or above 97% on time for all facilities through the life of this contract. OPM may, at its sole discretion, deduct funds from the contract or remove the contractor if performance is below 97% at any time under this contract. 10. QUALITY CONTROL PLAN: The contractor shall be responsible for ensuring that all of the requirements of the contract are addressed in an OPM-approved Quality Control Plan (QCP). A DRAFT OF THIS PLAN SHALL BE SUBMITTED WITH THE CONTRACTOR S PROPOSAL. The QCP shall be a system for preventing deficiencies before the level of performance becomes unacceptable or the Government inspectors point out the deficiencies. The importance of a QCP that covers all services is critical to the successful performance of the courier service and must be developed as required. The Government shall utilize a combination of scheduled inspections, random inspections, and customer complaints when reviewing contract compliance. The QCP shall include, but not be limited to the following: (A) A plan for on-time deliveries between all facilities per paragraphs 1-9. (B) A plan for the Security of OPM Material per paragraph 11. (C) A plan for the Emergency per paragraph 13. (D) A plan for staffing per paragraph 15.A. (E) A plan for training contractor personnel per paragraph 14. (F) A plan for contractor driver s responsibilities along with all other personnel that may handle OPM material under this contract per paragraph 15.
