Description
The solicitation will be issued at the following location: http://www.procurement.msc.navy.mil/procurement/contract/RFPSearchEntry.jsp. A summary of the required services follows: The Contractor shall use commercial best practices to provide the logistics support services listed below in support of Military Sealift Command (MSC) ship operations and to maintain fleet readiness: o Material and Fleet Services Support o Logistics Life Cycle Maintenance Support o Logistics Life Cycle Operational Support o Configuration and Logistics Data Management o Transition Services Material and Fleet Services Support Material and fleet services support entails warehousing and material distribution services required to receive, inspect, record, store, inventory, kit, pack, ship, trans-ship, trace, track and turn in material. It also entails fleet support services such as processing and analysis of ship supply, financial, and ordnance transactions; in addition to other fleet services required to support MSC ship mission requirements. In providing these services, the Contractor shall use the proper procedures for hazardous material. The Contractor shall store and display hazardous material by compatibility groups and hazard class according to 40 CFR and 29 CFR. The Contractor shall also be knowledgeable of Material Safety Data Sheets (MSDS) (http://www.ilpi.com/msds) and the safe handling and transportation requirements in Title 49 CFR see (http://hazmat.dot.gov). Logistics Life Cycle Maintenance Support Services Logistics life cycle maintenance support entails review of life cycle logistics issues for all ship maintenance and alteration activity from cradle to grave through ships equipment life cycles. It follows a maintenance or alteration requirement work item from identification of its need through its development to its execution by commercial maintenance providers, government equipment life cycle managers, or ships force maintenance staff. Logistics support includes (1) provisioning of material identification, sourcing, and alternate material solutions; and (2) identifying/recording requirements and required changes to (a) all life cycle logistics support information, and (b) all ship and shore based material/technical support requirements. This process ensures proper operation and maintenance of shipboard equipment through the ship life cycle. The contractor shall have subject matter expertise in (1) marine equipment, equipment maintenance, and repair (2) marine equipment life cycle logistics support; and (3) data management and marine supply processes, procedures, and techniques. The services require Contractor personnel to utilize Government and COTS automated life cycle logistics and maintenance systems. A portion of the Contractor services must be performed in government offices in Norfolk, VA; San Diego, CA; Washington, DC; Guam; and Singapore. The Government will provide computer and telephone resources and office space required to support the services required in Government offices. Technical Exhibit 1 identifies the location and number of spaces available in Government offices. The Contractor shall also provide support services on site at commercial repair facilities and onboard MSC ships in repair or in port. 1.3 Logistics Life Cycle Operational Support Services Logistics life cycle operational support entails logistics technical services required to monitor and support (1) ship life cycle logistics readiness; and (2) emergent support requirements throughout the ship operating cycle. These services are required to support changes of ship’s status (e.g. activations, deactivations, decommissioning, transfers) and to support life cycle logistics for new construction ships. To perform these services, the shall have subject matter expertise in (1) marine equipment; (2) marine equipment maintenance and repair; (3) marine equipment life cycle logistics data management; (4) life cycle support; and (4) maritime supply and material support processes, procedures, and techniques. The services require Contractor personnel to utilize Government and COTS automated life cycle logistics and maintenance systems. A portion of the Contractor services must be performed in government offices in Tidewater, VA; San Diego, CA; Washington, DC; Guam; and Singapore. The Government will provide computer and telephone resources and office space required to support the services required in Government offices. Technical Exhibit 1 identifies the location and number of spaces available in Government offices. The Contractor must also provide support services on-site at commercial repair facilities and onboard MSC ships in repair or in port. 1.4 Configuration and Logistics Data Management Services Configuration Management (CM) is an important tool to ensure that changes to the ship's equipment arrangements, replacements, or additions are justifiable and supportable. Controlling the configuration of machinery, systems, and equipment improves their supportability by providing commonality of support requirements, specifically required repair parts, and other logistic elements. CM processes also ensure accurate technical documentation exists to support future operations and engineering requirements. Configuration and Logistics Data Management Services entails logistics technical services required to develop, host, and maintain the ship’s configuration and logistics databases, which are necessary to document, repair, and maintain shipboard equipment. Logistics Support includes training, technical manuals, drawings, special tools, test equipment, spare parts, and maintenance-related consumables. If any hardware item on a ship requires one or more of these logistic support items, it is considered "configuration worthy," and must be included in the configuration database of the ship. The contractor shall have subject matter expertise in (1) configuration management; (2) configuration identification; (3) configuration control; (4) configuration status accounting; (5) configuration audit data management; (6) marine equipment, equipment maintenance, and repair; (7) marine equipment life cycle logistics data management; and (8) supply processes, procedures, techniques, and data requirements. The services require Contractor personnel to utilize Government and COTS automated life cycle logistics and maintenance systems. The Contractor shall (1) use and host the Government’s systems and databases to perform these services; and (2) provide the government and other MSC ship operators with 24 by 7 access to the systems and databases via the Internet. The contractor may execute these services in any location. 1.5 Transition Services The contractor shall proved the transition services described below as necessary. When providing transition services, the contractor shall minimize the impact the worldwide logistics services described in Paragraphs 1.0-1.4.
