- Notification of Intent to Award a Sole Source Contract. The Office of the Assistant Secretary for Planning and Evaluation (ASPE) intends to award a sole source contract to the Foundation for Research and Education (FORE), the research affiliate of the American Health Information Management Association (AHIMA), to convene and manage multiple interdisciplinary teams of various post-acute and long-term care providers, health and information technology professionals, and other experts for the purpose of: ? applying health information technology content and messaging standards to federally required patient assessment instruments used in certain post-acute and long-term care settings; ? identifying intellectual property constraints associated with the dissemination of certain standardized assessments and options for displaying these constraints in certain databases; ? specifying applications for the bidirectional translation of non-standard administrative data specifications and standardized representations; ? applying health information exchange standards for the exchange of patient assessment information needed for certain private sector health information exchange demonstration activities; ? assessing the impact of converting non-standard assessment information to standardized assessment information; and ? developing guidance for exchanging standardized assessments and patient characteristic information. AHIMA/FORE is the only known organization in the U.S. that has deep and extensive experience in all of the activities described below: 1. the development, management and guidance of data and information flow in nursing homes, home health, and a variety of other settings; 2. the data content used in, and needed by, nursing homes, home health, and other settings (including federally-required assessments); 3. demonstrated skills in successfully convening and managing interdisciplinary teams of experts for a variety of complex activities; 4. convening Subject Matter Experts to identify solutions to health information management problems, including those in post-acute and long-term care, and identifying health information technology standard solutions to address these problems; 5. applying health information technology standards to administrative data requirements; 6. working with all of the following private sector organizations: CAST (Center for Aging Services Technology), HL7 (Health Level 7), and LOINC? (Logical Observation Identifiers Names and Codes?); and 7. developing materials (such as training manuals) for health care providers (including post-acute and long-term care providers) and others for using health information technology standards. Any firm that believes it may have similar capabilities is encouraged to submit their capability statement addressing each of the items/areas cited above. Written capability statements may not exceed five (5) pages and must be received by the contracting officer not later than 3:30pm EDT on July 27, 2007. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. No solicitation document is available at this time. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
