Description
In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, intends to negotiate on a sole source basis with Aerodyne Research, Inc to procure a Quadrupole Aerosol Mass Spectrometer System (AMS) for the National Exposure Research Laboratory (NERL), Human Exposure & Atmospheric Sciences Division (HEASD) in Research Triangle Park, North Carolina. The required quadrupole aerosol mass spectrometer system (AMS) must have the capability of simultaneous quantitative sampling, sizing and chemically analyzing laboratory and ambient aerosols with fast time resolution and real-time results. The instrument must include a one year warranty to cover all components multiplier under normal operation, filaments and electron(s) not included. The instrument must meet the following specifications: Performance: 1. Instrument must provide simultaneous size and chemical composition analysis of ambient aerosols in real-time or near-real-time. 2. Chemical analysis by thermal vaporization/electron impact ionization mass spectrometry with unit mass resolution to over 300AMU and single ion detection. The ruggedness and ease of use of a quadrupole mass spectrometric detector is also critical. 3. Instrument shall provide real-time chemical analysis of both inorganic (nitrates, sulfates, chloride, ammonium, etc.) and organic (OC) components of ambient aerosols. 4. Particle vaporization temperature shall be adjustable (<300C->900C) to increase instrument analysis potential for a variety of volatile and semi-volatile component of aerosols. 5. Instrument shall provide a sensitivity of < 0.5 ?g/m3. 6. Particle collection efficiency should shall be near quantitative (100%) over the 100-1000 nm dp size range. 7. ASCII, HDF or equivalent data output format. Physical 8. Rack - Instrument shall be rack mountable for use during routine field activities 9. Power - 110VAC/60Hz 10. Computer - Instrument shall be provided with a computer operating system with the minimum specifications: a. Rack mountable with accompanying monitor, b. Pentium III or higher processing system, c. CD-RW, and floppy data storage drives, d. Ethernet port (1), USB ports (2), serial ports (2) The NAICS is 541710, size standard 500. THIS NOTICE OF INTENT is not a request for competitive proposals. No solicitation document is available. However, interested parties may identify their interest and capability of meeting EPA requirements to respond to the requirement by submitting technical documentation to Linda Merryman, Contract Specialist, at the office identified above, by fax (513) 487-2107 or by e-mail merryman.linda@epa.gov. The technical documentation must establish that the instrument to be provided meets all requirements. Anticipated award date is July 11, 2007. Documentation must be submitted to Linda Merryman by 2:00 PM, June 28, 2007 in order to be considered by EPA. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
