- NASA/LaRC has a requirement for spaceflight qualified, radiation hardened DC/DC converters and spaceflight qualified radiation hardened filters. The Mars Science Laboratory Entry, Descent and Landing Instrumentation (MEDLI) project has the unique opportunity to place engineering measurement devices on the heatshield of the Mars Science Laboratory (MSL) vehicle, scheduled for launch in 2009. Obtaining valuable data about the Mars entry environment will help validate aerothermal and ablative materials models, lowering the risk for future robotic and human missions to Mars. The instrument complement for MEDLI includes temperature, ablation, and pressure measurement devices. The Sensor Support Electronics (SSE) unit, mounted on the MSL Aeroshell, conditions the signals from various sensors, performs the analog to digital conversion, and passes serial data to the Rover. 16 volts DC to 40 volts DC unconditioned power is supplied to the SSE by MSL must be converted to +/-15 volts DC and +5 volts DC using spaceflight qualified DC/DC converters and filters. NASA/LaRC intends to purchase the DC/DC converters and filters from Interpoint Corporation as they are the only known source that can provide the DC/DC converters and filters that meets all of NASA LaRC's specifications. The SMHF2815DF/KP DC/DC converter input voltage is from 16 volts DC to 40 volts DC which is converted to an output of +/- 15 volts DC and the SMSA2805S/KP converter input voltage is from 16 volts DC to 40 volts DC which is converted to an output of +5V. DC/DC converters, filters as well as other electronic systems, experience extraordinary stresses during space flight. The SMHF2815DF/00 space prototype DC/DC converters and the SMSA2805S/00 space prototype DC/DC converters have the same electrical characteristics as the spaceflight version and have not been qualified for spaceflight but are necessary for engineering printed circuit board development. The spaceflight converters and filter must withstand extremes in temperature, pressure (vacuum), and radiation environmental conditions. These low-power, high reliability spacelfight DC/DC converters and filters are on the Qualified Parts List (QPL) fully certified and qualified to the Defense Supply Center Columbus (DSCC) to the highest level of spaceflight rated components, Class K. The spaceflight and prototype DC/DC converters and filters are screened at the component level by Interpoint to the DSCC standards for class K rating. Component level screening tests includes electrical checkouts, visual inspections, constant acceleration, temperature cycling, burn-in, post burn-in electrical, steady state life, voltage conditioning and wire bond evaluation. This will ensure that the DC/DC converters and filters will meet the extreme conditions of spaceflight for this Project?s Mission Assurance Requirements. Authority for the Justification for Other Than Full and Open Competition is provided by FAR 6.302-1 - Only one responsible source and FAR 13.5 Test Program for Certain Commercial Items (PL 104-106, Section 4202 of the Clinger-Cohen Act of 1996 as amended by PL 109-163, Section 1443 of the FY 2006 National Defense Authorization Act). This authority is available for use in acquiring commercial items not exceeding $5.5 million. Interpoint is the only responsible source and no other supplies or services will satisfy Agency requirements under the authority 10 U.S.C. 2304 (c)(1). The Government intends to acquire a commercial item using FAR Part 12 and Part 13.5, Test Program for Certain Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 19, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
