Description
The Contractor is to provide for all the necessary seafood products, qualified personnel, materials, equipment (display and other), and transportation as needed to coordinate, schedule, and conduct road show sales events for fresh, refreshed, and frozen seafood products at the various Department of Defense Commissary Agency (DeCA) commissaries identified below. At the end of a sales event, the Contractor shall remove all unsold product and Contractor owned materials and equipment from the Government installation on which the sale was conducted. The road show sales shall provide commissary patrons with a variety of fresh, refreshed, and frozen seafood products similar to those available from commercial operations within the local area of the commissary. This excludes membership clubs, convenience type stores, and mass merchandisers. The events shall provide a cost savings over the same or similar products in the local commuting area over a limited period of time. The suggested number of road shows held at a commissary annually is determined by its size. Ownership of the seafood products shall remain with the Contractor until products are scanned at a Government cash register. The Contractor shall be paid on sales of seafood captured on the Government scanning system. Core items shall be offered at each road show. Core items are identified as large and medium individually quick frozen shrimp, lobster tails, crab meat, and crab legs. Optional items may be offered at a road show at the discretion of the Contractor with approval of the Store Director. Optional items are fresh, refreshed, and frozen seafood products other than those identified as core items. The Contractor shall adhere to the requirements of the latest version of the FDA Food Code on sanitation and food safety. The Contractor shall offer products that have been inspected and approved in accordance with Federal commercial procedures. Qualification requirements for potential suppliers are being listed in the Worldwide Directory of Sanitarily Approved Food Establishment for Armed Forces Procurement (short title: Worldwide Directory) or provide proof of other U.S. Army Veterinary Command acceptable Federal inspection agency listing. This requirement applies to partnership arrangements and subcontractors of potential suppliers. A commissary is assigned to a cluster and there are 57 commissaries assigned to 8 clusters. DeCA will award one or more Blanket Purchase Agreement(s) resulting from this solicitation based on evaluation using the best value, technically acceptable procedures. All Blanket Purchase Agreement(s) shall be Firm Fixed Price. The Request for Proposal will be released on or about June 19, 2007 with an anticipated closing date approximately 10 days after the release.
