Description
This publication serves as a notice of intent to procure, on a sole-source basis, with the University of Washington (UW). The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 235(c) (1), Only One Responsible Source. The National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC), requires research to test a hypothesis that ocean survival of salmon may depend on growth during their first summer at sea. To date, this hypothesis has not been critically tested due to the considerable cost of sampling salmon in the ocean and the difficulties of actually measuring salmon growth at sea. Recently, studies have suggested that blood levels of the hormone IGF-I may provide a reliable index of the instantaneous growth rate of salmon. There are two goals for this project. One is to collect more data on the levels of IGF I in juvenile salmon collected off the coasts of Washington, Oregon, and British Columbia in relation to oceanographic conditions in these areas. The second is to analyze the plasma samples for IGF I and 11-ketotestosterone (index of male maturity). The period of performance will be one year. The only known source to perform the required work is the School of Fishery and Aquatic Sciences (SAFS), University of Washington. They are uniquely qualified to conduct the required salmon growth research because the staff originally developed the IGF-I assays for application to fish which is required under the proposed project. Additionally, no other contractor would have the biological standards and protocols needed to report the data in a comparable and consistent manner with previous data collected for earlier studies. All interested parties must respond to this announcement by July 12, 2007. Responses must include the contractor's name, contact information, and information indicating the contractor's capability to perform the services described herein. Documentation to support the contractor's capability to perform these services must also be submitted which includes the contract number, point of contact and phone number, and a description of services performed under previous contracts for the same services. Any response that does not include this information will not be considered. The Government will evaluate each response to determine if the contractor has the experience, knowledge and capability to perform these same services. No solicitation is available at this time. All contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR.
