- The purpose of this request for proposals is to secure a complete set of services to: reduce fire danger by reducing the tree density and fuel loading; increase the plant and animal diversity by increasing the amount of area in openings; to maintain current and promote future old growth pine and oak trees by reducing competition around existing old growth trees and oaks; road maintenance and erosion control activities necessary for soil and water resource protection, and decrease the amount of roads through obliteration of the road beds, and installation of obstructions. This plan is designed to help protect communities against wildfires. This RFP incorporates an Integrated Resource Service Contract with provisions for Timber Removal. Utilizable/Merchantable material shall be exchanged to offset the cost of services to be performed (non-commercial thinning). Project lies in the South Central portion of the Mormon Lake Ranger District of the Coconino National Forest. The project area is approximately 30 miles south of Flagstaff, Arizona, west of the village of Mormon Lake. The period of performance on this contract is from the date of Notice to Proceed through December 31, 2009. The solicitation will issue on about June 29, 2007 with Proposals due close of business on or about July 30, 2007. Award will be made on Best Value basis; evaluation criteria will include utilization of local workforces. All evaluation criteria will be stated in the solicitation. Full and open competition, NAICS code 115310, Size Standard $6.5 million in annual proceeds for the average three preceding years.
