Request for Information/Sources Sought THIS IS A REQUEST FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SYNOPSIS ANNOUNCEMENT AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENT WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSES IS JUNE 28, 2007. Description: The purpose of this request for information/sources sought is for USDA, Rural Development, to determine whether there are contractors capable of operating a rural water and wastewater circuit rider technical assistance program in the all 50 United States, with the possibility of extending this program to Trust Territories. To carry out this program, approximately 205 to 230 persons will need to be employed as full-time rural water/wastewater circuit riders subject to the availability of funding. Approximately 117 to 130 circuit riders will be devoted to water systems and 88 to 100 circuit riders will be devoted to wastewater systems. Requirements: USDA, Rural Development Utilities Programs requires that the organization awarded the contract be fully operational with qualified circuit riders in all 50 states on November 1, 2007. The contractor will be required to furnish all labor, management, supervision, tools, materials, equipment, and transportation necessary to provide for on-site technical assistance services to rural water/wastewater systems through a rural circuit rider program in accordance with the contract requirements. The contractor will be required to provide travel funds for each circuit rider to accomplish at least 35 on-site contacts per month, averaged on a quarterly basis throughout the year. At least two of the 35 contacts each month shall be made to a system that was not previously visited in the past six months. Circuit riders may be asked to cross state lines upon prior approval from the Contracting Officer Representative (COR) when extenuating circumstances occur, such as times of natural disasters. Technical assistance contacts lasting less than 30 minutes will not be counted. Contacts between 30 minutes and 3 hours will count as one contact. Contacts of 3 hours to 6 hours will count as 2 contacts, and contacts of 6 hours or more per day will count as 3 contacts. Contacts are limited to a maximum of 3 contacts per day, per system. Rural utility systems provided assistance must be eligible for RDUP water and waste direct loan and grant program. However, systems do not need to have financing from RDUP to receive assistance from the circuit rider program. USDA, Rural Development?s Technical Specifications: ? Each circuit rider will be a full-time person with extensive experience in the maintenance, operation and management of rural water/wastewater systems. Each circuit rider shall, at a minimum, possess multi-year experience in the actual operation and management of a public water/wastewater system, and have an understanding of rural and small water/wastewater system problems and how they may be resolved. This individual will provide technical assistance to a rural water/wastewater system manager or board, on the proper operation, treatment, compliance, and management of the system. ? Circuit riders will provide technical assistance in the following major areas: operation & maintenance, treatment, compliance, construction, financial sustainability management, vulnerability assessment/emergency response plans, general management, and board training. At least 10 percent of the contacts must be devoted to health related (regulatory compliance) and financial sustainability areas.
