Description
Supreme Headquarters Allied Powers Europe (SHAPE) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of Electronic Warfare (EW) services (training and exercise). SHAPE is serving as the Host Nation for this project, which was authorized by the MBC. SHAPE intends to use the one envelope bid procedure. Partial bidding is authorized. The cumulated estimated value of this project (2008 + 4 one-year options is Euro 8,500,000 (USD $11,300,000). No guaranteed minimum value. The reference for this project is IFIB-ACO-SH-07-35 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the same reference. SCOPE OF PROJECT The objective of this project is to provide flying services for 3 categories of aircraft: Type A, B, and C, and qualified support personnel for Electronic Warfare (EW) under the NATO Integrated Air Defense System (NATINADS) Program and in support of the NATO exercise program through Allied Command Operations (ACO). Type A aircraft: Shall have company-supplied radar jamming to cover the tasked frequencies in addition to high-power communications jammers. The Type A aircraft shall have the capability to mount JEWCS pods. Type B aircraft: Shall have contractor comm. provided. Jamming equipment and upon request, single frequency increased power comm. jamming equipment. Shall be properly configured to utilize 2-4 of the following: JEWCS pods capable of C/D, E/F, G/I/J and J Band jamming as well as threat simulation. Type C aircraft: Shall be configured to utilize 2-4 of the following: JEWCS pods capable of C/D, E/F, G/I/J, and J-Band jamming as well as threat simulations. Contractor personnel responsible for performing services under the contract must be in possession of a valid NATO security clearance up to the level of NATO SECRET. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the Host Nation the NATO clearance certifications for all personnel assigned to the contract. The IFIB package will contain material at the level of NATO UNCLASSIFIED. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. As provided for under MBC rules, nominations to the bidders list will continue to be accepted by the Host Nation after the IFIB is issued and until the bid closing date. SHAPE will directly mail this IFIB to all eligible bidders and will post the tender documents on the following website: http://www.nato.int/shape/community/budfin/ifib/index.htm IMPORTANT DEADLINES 1.
